or civil unrest or<br />

(ii) as a result <strong>of</strong> some national calamity,<br />

or<br />

(b) that some action <strong>of</strong> such a nature and on so<br />

extreme a scale has been taken or is<br />

immediately threatened by any person or<br />

persons,<br />

(i) as to put <strong>the</strong> public safety in clear<br />

and present danger, or<br />

(ii) as to deprive <strong>the</strong> community or a<br />

substantial portion <strong>the</strong>re<strong>of</strong> <strong>of</strong><br />

supplies or services essential to life,<br />

<strong>the</strong> Prime Minister shall request <strong>the</strong> President to<br />

issue a Proclamation to be published in <strong>the</strong> Gazette<br />

<strong>of</strong> <strong>the</strong> Commonwealth <strong>of</strong> Grenada that such a state<br />

<strong>of</strong> emergency exists.<br />

(2) Within three days <strong>of</strong> issuing <strong>the</strong> Proclamation, <strong>the</strong><br />

President shall submit to <strong>the</strong> National Assembly a statement<br />

outlining <strong>the</strong> reasons for <strong>the</strong> declaration <strong>of</strong> a state <strong>of</strong> emergency.<br />

(3) Unless sooner revoked by <strong>the</strong> President, acting on<br />

<strong>the</strong> advice <strong>of</strong> <strong>the</strong> Prime Minister, a Proclamation declaring that a<br />

state <strong>of</strong> emergency exists shall remain in force for thirty days.<br />

(4) The National Assembly may, by a resolution<br />

supported by votes <strong>of</strong> not less than two-thirds <strong>of</strong> <strong>the</strong> Members<br />

present and voting, extend <strong>the</strong> period <strong>of</strong> <strong>the</strong> Proclamation for a<br />

period or periods each <strong>of</strong> which shall not be more than six months<br />

in duration.<br />

67. A member shall not take part in <strong>the</strong> proceedings <strong>of</strong><br />

<strong>the</strong> National Assembly, o<strong>the</strong>r than <strong>the</strong> proceedings for <strong>the</strong> purpose<br />

<strong>of</strong> taking <strong>the</strong> Oath <strong>of</strong> Allegiance, until <strong>the</strong> member has taken and<br />

subscribed before <strong>the</strong> Assembly <strong>the</strong> Oath <strong>of</strong> Allegiance.<br />

68. Subject to this Constitution, <strong>the</strong> National Assembly<br />

may make Standing Orders for <strong>the</strong> regulation and orderly conduct<br />

<strong>of</strong> its proceedings and <strong>the</strong> discharge <strong>of</strong> business at sittings <strong>of</strong> <strong>the</strong><br />

Assembly and for related purposes.<br />

69. There shall be freedom <strong>of</strong> speech and debate in <strong>the</strong><br />

National Assembly and a member shall not be subject to <strong>the</strong><br />

jurisdiction <strong>of</strong> any court or to any proceedings whatsoever, o<strong>the</strong>r<br />

than in proceedings in <strong>the</strong> Assembly, when exercising those<br />

freedoms or performing <strong>the</strong> functions <strong>of</strong> a member in <strong>the</strong><br />

Assembly.<br />

70.(1) The National Assembly shall, as soon as is<br />

practicable after <strong>the</strong> beginning <strong>of</strong> each session <strong>of</strong> <strong>the</strong> Assembly,<br />

appoint from among its members standing committees and o<strong>the</strong>r<br />

committees necessary for <strong>the</strong> efficient discharge <strong>of</strong> its functions<br />

and, without prejudice to <strong>the</strong> foregoing, <strong>the</strong> National Assembly<br />

shall appoint <strong>the</strong> following standing committees–<br />
