(3) A person who is not a member <strong>of</strong> <strong>the</strong> National<br />

Assembly, but who is elected as Speaker shall, by virtue <strong>of</strong> holding<br />

<strong>the</strong> <strong>of</strong>fice <strong>of</strong> Speaker, become a member <strong>of</strong> <strong>the</strong> National Assembly.<br />

(4) The Deputy Speaker shall be elected from among<br />

<strong>the</strong> members <strong>of</strong> <strong>the</strong> National Assembly who are not Ministers or<br />

Deputy Ministers.<br />

(5) A person holding <strong>the</strong> <strong>of</strong>fice <strong>of</strong> Speaker or Deputy<br />

Speaker shall vacate that <strong>of</strong>fice –<br />

(a) when <strong>the</strong> National Assembly first meets after<br />

<strong>the</strong> holding <strong>of</strong> a general election;<br />

(b) where <strong>the</strong> person ceases to be a member <strong>of</strong><br />

<strong>the</strong> National Assembly;<br />

(c) where <strong>the</strong> National Assembly passes a<br />

resolution supported by <strong>the</strong> votes <strong>of</strong> not less<br />

than two-thirds <strong>of</strong> <strong>the</strong> number <strong>of</strong> members <strong>of</strong><br />

<strong>the</strong> Assembly requiring <strong>the</strong> person to vacate<br />

<strong>the</strong> <strong>of</strong>fice <strong>of</strong> Speaker or Deputy Speaker,<br />

(d)<br />

as <strong>the</strong> case may be; or<br />

where that person is o<strong>the</strong>rwise disqualified<br />

in accordance with <strong>the</strong> Standing Orders<br />

established by <strong>the</strong> National Assembly for<br />

disciplining <strong>the</strong> behaviour <strong>of</strong> <strong>the</strong> members <strong>of</strong><br />

<strong>the</strong> Assembly.<br />

(6) A person holding <strong>the</strong> <strong>of</strong>fice <strong>of</strong> Speaker or Deputy<br />

Speaker may, by notice in writing addressed to <strong>the</strong> National<br />

Assembly, resign from <strong>of</strong>fice and <strong>the</strong> <strong>of</strong>fice shall become vacant<br />

when <strong>the</strong> Clerk to <strong>the</strong> Assembly receives <strong>the</strong> notice.<br />

(7) Where <strong>the</strong> <strong>of</strong>fice <strong>of</strong> Speaker or Deputy Speaker<br />

becomes vacant, <strong>the</strong> National Assembly shall, unless it is sooner<br />

dissolved, elect ano<strong>the</strong>r member <strong>of</strong> <strong>the</strong> Assembly to fill <strong>the</strong><br />

vacancy or as soon as is practicable <strong>the</strong>reafter.<br />

(8) The Speaker and Deputy Speaker shall, before<br />

assuming <strong>the</strong> functions <strong>of</strong> <strong>the</strong>ir <strong>of</strong>fice, take and subscribe <strong>the</strong> Oath<br />

<strong>of</strong> Allegiance and such o<strong>the</strong>r oath as may be prescribed by law.<br />

Powers <strong>of</strong> <strong>the</strong><br />

National Assembly<br />

63.(1) Subject to <strong>the</strong> provisions <strong>of</strong> this Constitution, <strong>the</strong><br />

National Assembly shall have <strong>the</strong> power to make laws<br />

(a) for <strong>the</strong> peace, order, security and good<br />

government <strong>of</strong> <strong>the</strong> Commonwealth <strong>of</strong><br />

Grenada;<br />

(b) for <strong>the</strong> levying and collection <strong>of</strong> taxes,<br />

duties, imposts and excises, and for <strong>the</strong><br />

payment <strong>of</strong> <strong>the</strong> debts <strong>of</strong> <strong>the</strong> Commonwealth<br />

<strong>of</strong> Grenada;<br />

(c) for <strong>the</strong> common defence and <strong>the</strong> general<br />

welfare <strong>of</strong> <strong>the</strong> citizens;<br />

(d) for regulating commerce with foreign<br />

nations;<br />

(e) for <strong>the</strong> coining <strong>of</strong> money, and <strong>the</strong> regulation<br />

<strong>of</strong> <strong>the</strong> value <strong>the</strong>re<strong>of</strong>; and<br />
