(f) for determining <strong>the</strong> standards <strong>of</strong> weights and<br />

measures.<br />

(2) The power <strong>of</strong> <strong>the</strong> National Assembly to make laws<br />

shall be exercised by Bills passed by a majority <strong>of</strong> <strong>the</strong> members <strong>of</strong><br />

that House, which Bills shall become law upon being assented to<br />

by <strong>the</strong> President and published in <strong>the</strong> Gazette <strong>of</strong> <strong>the</strong><br />

Commonwealth <strong>of</strong> Grenada.<br />

(3) Where <strong>the</strong> President withholds assent to a Bill, <strong>the</strong><br />

Bill shall be returned with <strong>the</strong> stated objections to <strong>the</strong> National<br />

Assembly.<br />

(4) If after reconsideration, <strong>the</strong> National Assembly<br />

passes <strong>the</strong> Bill by <strong>the</strong> votes <strong>of</strong> not less than two-thirds <strong>of</strong> <strong>the</strong><br />

members present and voting, <strong>the</strong> Bill shall be resubmitted to <strong>the</strong><br />

President for assent, and shall become law and be so published in<br />

<strong>the</strong> Gazette <strong>of</strong> <strong>the</strong> Commonwealth <strong>of</strong> Grenada, whe<strong>the</strong>r or not <strong>the</strong><br />

President assents <strong>the</strong>reto.<br />

Constitution<br />

A public emergency<br />

64.(1) All revenues or o<strong>the</strong>r moneys raised or received by<br />

<strong>the</strong> Commonwealth <strong>of</strong> Grenada shall be paid into a common fund<br />

to be known as <strong>the</strong> Consolidated Fund.<br />

(2) No moneys shall be drawn from <strong>the</strong> Consolidated<br />

Fund but in consequence <strong>of</strong> Appropriations passed by <strong>the</strong> National<br />

Assembly.<br />

(3) A regular statement and account <strong>of</strong> <strong>the</strong> receipts and<br />

expenditures <strong>of</strong> all public moneys shall be published from time to<br />

time in <strong>the</strong> Gazette <strong>of</strong> <strong>the</strong> Commonwealth <strong>of</strong> Grenada.<br />

65.(1) The National Assembly may, by <strong>the</strong> votes <strong>of</strong> not<br />

less than two-thirds <strong>of</strong> all <strong>the</strong> Members, propose an amendment to<br />

<strong>the</strong> Constitution.<br />

(2) A proposed amendment shall be submitted, in <strong>the</strong><br />

form <strong>of</strong> a Bill to amend <strong>the</strong> Constitution, to a national referendum.<br />

(3) The Constitution stands amended if <strong>the</strong> Bill to<br />

amend <strong>the</strong> Constitution is approved at <strong>the</strong> national referendum by<br />

not less than two-thirds <strong>of</strong> all <strong>the</strong> votes validly cast in that<br />

referendum and <strong>the</strong> Bill is assented to by <strong>the</strong> President upon being<br />

certified by <strong>the</strong> Speaker that <strong>the</strong> pertinent provisions <strong>of</strong> this<br />

Constitution have been complied with.<br />

(4) The conduct <strong>of</strong> a national referendum shall be under<br />

<strong>the</strong> supervision <strong>of</strong> <strong>the</strong> Supervisor <strong>of</strong> Elections.<br />

(5) A person who is registered to vote at a public<br />

election in a Constituency <strong>of</strong> <strong>the</strong> Commonwealth <strong>of</strong> Grenada may<br />

vote in a referendum.<br />

(6) A national referendum held for <strong>the</strong> purposes <strong>of</strong> this<br />

section shall be in accordance with such procedures as may be<br />

prescribed by law passed by <strong>the</strong> National Assembly.<br />

66.(1) Where <strong>the</strong> Prime Minister is satisfied<br />

(a) that a public emergency has arisen<br />

(i) as a result <strong>of</strong> <strong>the</strong> imminence <strong>of</strong> war<br />
