(a) a Finance and Public Accounts Committee;<br />

and<br />

(b) a Standing Order Committee.<br />

(2) The composition <strong>of</strong> a standing or o<strong>the</strong>r committee<br />

shall, as far as is practicable, reflect <strong>the</strong> strength <strong>of</strong> <strong>the</strong> political<br />

parties and independent members in <strong>the</strong> Assembly but shall<br />

o<strong>the</strong>rwise be regulated by <strong>the</strong> Standing Orders.<br />

(3) For <strong>the</strong> purposes <strong>of</strong> effectively performing its<br />

functions a standing or o<strong>the</strong>r committee may summon any person<br />

<strong>the</strong> committee believes may assist <strong>the</strong> committee in <strong>the</strong><br />

performance <strong>of</strong> its functions and <strong>the</strong> committee shall have <strong>the</strong><br />

powers, rights and privileges <strong>of</strong> <strong>the</strong> Supreme Court for –<br />

(a) enforcing <strong>the</strong> attendance <strong>of</strong> witnesses and<br />

examining <strong>the</strong>m on oath, affirmation or<br />

o<strong>the</strong>rwise;<br />

(b) compelling <strong>the</strong> production <strong>of</strong> documents;<br />

and<br />

(c) issuing a commission or request to examine<br />

a witness abroad.<br />

Prorogation and<br />

dissolution <strong>of</strong><br />

Parliament<br />

71.(1) Each session <strong>of</strong> <strong>the</strong> National Assembly shall be held<br />

at such place and shall commence at such time as <strong>the</strong> President<br />

may by Proclamation appoint.<br />

(2) The time appointed for <strong>the</strong> commencement <strong>of</strong> any<br />

session <strong>of</strong> <strong>the</strong> National Assembly shall be such that a period <strong>of</strong> six<br />

months does not intervene between <strong>the</strong> end <strong>of</strong> one session and <strong>the</strong><br />

first sitting <strong>of</strong> <strong>the</strong> Assembly in <strong>the</strong> next session.<br />

72.(1) The President, acting in accordance with <strong>the</strong> advice<br />

<strong>of</strong> <strong>the</strong> Prime Minister, may by Proclamation at any time prorogue<br />

Parliament.<br />

(2) Subject to subsection (3) <strong>of</strong> this section, <strong>the</strong><br />

President, acting in accordance with <strong>the</strong> advice <strong>of</strong> <strong>the</strong> Prime<br />

Minister, may at any time dissolve Parliament.<br />

(3) If <strong>the</strong> Office <strong>of</strong> Prime Minister is vacant, and <strong>the</strong><br />

President, acting in his or her discretion, considers that <strong>the</strong>re is no<br />

prospect <strong>of</strong> appointing to that Office within a reasonable time a<br />

person who can command <strong>the</strong> confidence <strong>of</strong> a majority <strong>of</strong> <strong>the</strong><br />

members <strong>of</strong> <strong>the</strong> National Assembly, <strong>the</strong> President, acting in his or<br />

her discretion, shall by Proclamation dissolve Parliament.<br />

(4) Subject to subsection (5) <strong>of</strong> this section, Parliament,<br />

unless sooner dissolved, shall continue for five years from <strong>the</strong> date<br />

<strong>of</strong> its first sitting after any dissolution, and shall <strong>the</strong>n stand<br />

dissolved.<br />

(5) At any time when Grenada is at war, Parliament<br />

may extend <strong>the</strong> period <strong>of</strong> five years specified in subsection (4) for<br />

not more than twelve months at a time; but <strong>the</strong> life <strong>of</strong> Parliament<br />

shall not be extended under this subsection for more than five<br />

years.<br />
