11.6.3 Factors for More Rigorous Methods 更 为 严 格 的 方 法 因 素
Each scenario will have an associated overall probability of occurrence that will
be lower than the probability of the failure itself so that the POF and COF
should be developed interactively(?). After the scenarios have been
developed and potential consequences estimated, acceptable ways to list

• classify consequence into three or more categories (e.g. a five-category
classification system might be very low, low, moderate, high, very high);
