Risk-Based Inspection

14.1 General 总 则
As described in the previous section, inspection is often an effective method of
risk management. However, inspection may not always provide sufficient risk
mitigation or may not be the most cost effective method. The purpose of this
section is to describe other methods of risk mitigation. This list is not meant to
be all inclusive. These risk mitigation activities fall into one or more of the
following:
