Chapter 1 - <strong>Joint</strong> Structure <strong>and</strong> Organization<br />
This chapter describes existing joint structure, mission, <strong>and</strong> responsibilities, <strong>and</strong> how<br />
meteorology <strong>and</strong> oceanography (METOC) personnel <strong>and</strong> comm<strong>and</strong>s are integrated into the<br />
joint arena.<br />
1.1 Chairman of the <strong>Joint</strong> Chiefs of Staff <strong>and</strong> <strong>Joint</strong> Staff<br />
1.1.1 Organization for National Security.<br />
The Chairman of the <strong>Joint</strong> Chiefs of Staff (CJCS) is the head of the <strong>Joint</strong> Chiefs of Staff<br />
<strong>and</strong> the senior-ranking member of the Armed Forces <strong>and</strong> the principal military advisor to<br />
the President. The CJCS does not exercise military comm<strong>and</strong> over any combatant forces.<br />
The CJCS functions within the chain of comm<strong>and</strong> by transmitting communications to the<br />
comm<strong>and</strong>ers of the combatant comm<strong>and</strong>s from the President <strong>and</strong> Secretary of Defense<br />
[National Comm<strong>and</strong> Authorities (NCA)].<br />
The <strong>Joint</strong> Chiefs of Staff consist of the Chairman, the Vice Chairman, the Chief of Staff of<br />
the Army, the Chief of Naval Operations, the Chief of Staff of the Air Force, <strong>and</strong> the<br />
Comm<strong>and</strong>ant of the Marine Corps. The <strong>Joint</strong> Chiefs of Staff, supported by the <strong>Joint</strong> Staff,<br />
is the immediate military staff of the Secretary of Defense. The <strong>Joint</strong> Chiefs of Staff have<br />
no executive authority to comm<strong>and</strong> combatant forces. The organization for National<br />
Security is shown in Figure 1-1.<br />

The <strong>Joint</strong> Staff assists the CJCS with strategic direction, strategic planning, <strong>and</strong> joint<br />
operation planning. The CJCS organizes joint planning <strong>and</strong> execution for joint operations<br />
1-1
