2-JTF Formation <strong>and</strong> Planning<br />
• Phase III. COA development involves Intelligence Preparation of the Battlefield <strong>and</strong><br />
preparation of the Intelligence Estimate <strong>and</strong> the Comm<strong>and</strong>er’s Estimate. (Formats for<br />
these two documents are in Appendix C of this h<strong>and</strong>book). Climatological <strong>and</strong><br />
environmental databases must be searched <strong>and</strong> summarized for operational planners.<br />
Senior METOC personnel must work closely with the Intelligence section to provide<br />
the impacts of METOC on the COA. Within OPSEC constraints, liaison with<br />
component comm<strong>and</strong>s (including theater SOCs), to coordinate METOC requirements<br />
for personnel <strong>and</strong> equipment. TPFDD development begins.<br />
• Phase IV. During COA Selection, continue monitoring METOC conditions <strong>and</strong><br />
TPFDD development. This phase is a time for communication between the planners<br />
<strong>and</strong> the proposed subordinates who will be tasked to carry out the plan. This is also a<br />
critical time for communication between the CINC Senior METOC Officer (SMO), the<br />
<strong>Joint</strong> Force METOC Officer (JMO), on the staff of the <strong>Joint</strong> Force Comm<strong>and</strong>er or to be<br />
assigned, <strong>and</strong> Service component METOC planners, who will provide personnel,<br />
resources, <strong>and</strong> services to support the planned operation. The SMO <strong>and</strong> the JMO can<br />
discuss manning requirements for the JTF HQ <strong>and</strong> functional JTF component<br />
comm<strong>and</strong>s. Liaison with METOC Forecast Centers for initial products <strong>and</strong> services for<br />
the joint operation area.<br />
• Phase V. The OPORD is developed during the Execution planning phase. Formats for<br />
the required METOC inputs (Annex H <strong>and</strong> other annexes) to the OPORD are contained<br />
in Appendix B. Actual forces are identified at this time. Coordinate with supporting<br />
comm<strong>and</strong>s for identification of METOC personnel <strong>and</strong> equipment. Liaison with<br />
subordinate METOC planners to identify any shortfalls in personnel <strong>and</strong> equipment.<br />
• Phase VI. During the execution phase, the JMO assembles his organization <strong>and</strong><br />
implements METOC operations. Real-time observations <strong>and</strong> forecasts will be critical<br />
during the execution phase. The EXECUTE ORDER will deploy forces <strong>and</strong><br />
commence operations. The CINC SMO <strong>and</strong> JTF JMO chapters detail the duties <strong>and</strong><br />
responsibilities during the execution phase of a joint operation.<br />

2.2.1 JTF HQ MTG Task Steps for METOC Support Operations.<br />
The JTF HQ MTG is a <strong>Joint</strong> Staff sponsored document written <strong>and</strong> updated every three<br />
years by U.S. <strong>Joint</strong> Forces Comm<strong>and</strong> <strong>and</strong> used to train JTF staffs. This section is taken<br />
from Task Number 215J <strong>and</strong> is assigned to the JTF METOC Officer (JMO) <strong>and</strong> related to<br />
Universal <strong>Joint</strong> Training List (UJTL) Task OP 2.3.2.<br />
