2.1 <strong>Joint</strong> Planning - Overview<br />

2.1.1 <strong>Joint</strong> Planning for Peace <strong>and</strong> Crises.<br />

<strong>Joint</strong> operation planning is conducted within the chain of comm<strong>and</strong> that runs from the<br />

NCA to the combatant comm<strong>and</strong>ers <strong>and</strong> is primarily the responsibility of the CJCS <strong>and</strong> the<br />

combatant comm<strong>and</strong>ers. The <strong>Joint</strong> Planning <strong>and</strong> Execution Community (JPEC) includes<br />

the NCA, NSC, State Department, DOD, CJCS, Combatant Comm<strong>and</strong>s <strong>and</strong> their<br />

components, the Services, USTRANSCOM, <strong>and</strong> other supporting comm<strong>and</strong>s. <strong>Joint</strong><br />

operation planning includes mobilization, deployment, employment, sustainment, <strong>and</strong><br />

redeployment. See Figure 2-1 for an overview.<br />

• Campaign Planning. Combatant comm<strong>and</strong>ers develop theater campaign plans to<br />

implement national <strong>and</strong> theater level strategy. Campaign planning encompasses both<br />

deliberate <strong>and</strong> crisis action planning. The campaign plan describes how a series of<br />

joint major operations are arranged to achieve a strategic objective (e.g., Desert Storm<br />

Campaign Plan). Campaign plans guide the development of supporting OPLANs or<br />

OPORDs <strong>and</strong> facilitate national level coordination of strategic priorities <strong>and</strong> resource<br />

allocation. Campaign plan models are contained in proposed <strong>Joint</strong> Pub 5-00.1, “<strong>Joint</strong><br />

Tactics, Techniques, <strong>and</strong> Procedures for Campaign Planning”.<br />

• Deliberate Planning. Deliberate planning is conducted principally in peacetime to<br />

develop joint operation plans for contingencies identified in strategic planning<br />

documents. The <strong>Joint</strong> Strategic Capabilities Plan (JSCAP) apportions the forces <strong>and</strong><br />

identifies the minimum required deliberate plans for the combatant comm<strong>and</strong>er. Plans<br />

developed during deliberate planning provide a foundation for <strong>and</strong> ease the transition<br />

to crisis resolution. The Deliberate Planning Process has five phases: Phase I,<br />

Initiation; Phase II, Concept Development; Phase III, Plan Development; Phase IV,<br />

Plan Review; <strong>and</strong> Phase V, Supporting Plans (See Figure 2-2).<br />
