6-The <strong>Joint</strong> METOC Officer<br />

- Clarify roles in strategic, operational, <strong>and</strong> tactical level forecasting<br />

> Ensure components focus on tactical level forecasting (e.g., bombs on target,<br />

DZ/LZ forecasts, AR forecasts) <strong>and</strong> provide significant impacts to the JFC<br />

<strong>and</strong>/or JMO as required. Determine who issues advisories <strong>and</strong> weather<br />

warnings (e.g., locally-issued advisories for airfields versus area weather<br />

warnings)<br />

> Detail/refine JTF HQ METOC-produced bulletins/forecasts (e.g., the JOAF), to<br />

include information for components without organic weather support. Consider<br />

use of existing bulletins for designation as the JOAF.<br />

> Determine METOC information required to satisfy requirements for, or data<br />

required from:<br />

◊ Observations <strong>and</strong> soundings<br />

◊ TAFs <strong>and</strong> other forecasts<br />

◊ Ocean, space, <strong>and</strong> atmospheric model output<br />

◊ Radar <strong>and</strong> METSAT imagery<br />

◊ Climatology <strong>and</strong> oceanographic data<br />

◊ Hydrologic data<br />

◊ Non-METOC <strong>and</strong>/or non-traditional sources (seismic, volcanic, etc.)<br />

◊ Coordinate/direct FALOP <strong>and</strong> ARTYMET reports<br />

◊ Weather Recce missions<br />

◊ Establish indigenous weather reporting networks<br />

◊ SOF special reconnaissance missions<br />

◊ Trafficability forecasts<br />

◊ FALOP<br />

◊ Determine the source of this information (national, regional, <strong>and</strong> indigenous<br />

centers; JTF assets; Recce flights; TARWI/PIREPs). Determine who or<br />

what group or component will put out the JOAF <strong>and</strong> other forecasts (Air<br />

Refueling, L<strong>and</strong>ing Zone, Drop Zone, etc.).<br />

- Coordinate use of bulletin boards, broadcasts/intercept (HF, Goldwing, Fleet<br />

Multichannel, Metassi, GBS), homepages, WAN/LAN, AWN, MIST, DMS,<br />

NIPRNET/SIPRNET, etc.)<br />

• Review JTF HQ joint manning documents, update <strong>and</strong> modify as necessary, ensuring<br />

that METOC personnel required to support the HQ are reflected in the TPFDD.<br />

Consider composition, skills, experience levels, <strong>and</strong> service mix of JTF HQ METOC<br />

personnel.<br />

• Obtain SIPRNET/NIPRNET access identification numbers <strong>and</strong> passwords into MFCs,<br />

if necessary.<br />

• Identify METOC communications requirements, coordinate with the J6 (through J-2/3<br />

if appropriate). This includes communications at the JTF HQ (telephones, comm.<br />

circuits, etc.) <strong>and</strong> for connection to the components. (Note: This complements your<br />

information management plan).<br />
