(4) Prepare METOC input to the Comm<strong>and</strong>, Control, Communications, <strong>and</strong><br />

Computers (C4) Estimate. Provide METOC impacts on C4 systems (line of sight,<br />

satellite (SATCOM), UHF SATCOM, ground mobile comm<strong>and</strong> post, Defense<br />

Satellite Communications System (DSCS) ground mobile segment, <strong>and</strong> Defense<br />

Communications System (DCS) interface).<br />

d. Provide input to JTF COA statement <strong>and</strong> sketches.<br />

e. Coordinate support options with the CINC Senior METOC Officer (SMO), Service<br />

METOC planners, <strong>and</strong> METOC Forecast Centers (MFCs) as appropriate.<br />

4. Participate in COA analysis (war-gaming) (Task 215J-04-JMO). Be prepared to<br />

contribute to the process of war-gaming by mentally “fighting the battle” in time <strong>and</strong><br />

space. The process may use the structure of action-reactioncounteraction<br />

sequences for critical events (e.g., D-Day<br />

actions).<br />

a. METOC impacts on critical events <strong>and</strong> decision points.<br />

b. METOC impacts on the duration <strong>and</strong> timing of critical<br />

events.<br />

c. Opportunities for deception <strong>and</strong> surprise using<br />

expected METOC conditions.<br />

d. METOC impacts on high payoff targets.<br />

e. METOC impacts on required reconnaissance <strong>and</strong> surveillance.<br />

f. METOC impacts on required logistics support <strong>and</strong> constraints.<br />

g. METOC impacts on communications requirements.<br />

5. Participate in COA comparison (Task 215J-05-JMO). Provide quantitative impact of<br />

METOC conditions on the COAs.<br />

a. Participate in determining the criteria to be used for<br />

comparing COAs. Criteria could come from:<br />

(1) Comm<strong>and</strong>er’s intent.<br />

(2) Factors of METT-T:<br />

(a) Mission accomplishment.<br />

(b) Enemy.<br />

(c) Terrain.<br />

(d) Troops available.<br />

(e) Time available.<br />

b. Ensure that recommendations for METOC have been coordinated with components<br />

of the JTF, as well as the CINC SMO, the Service METOC planners, <strong>and</strong> MFCs, as<br />

appropriate.<br />

6. Receive CJTF’s decision on COAs (Task 215J-06-JMO). The CJTF may select or<br />

modify the recommended COA. Based on that decision, the Comm<strong>and</strong>er’s Estimate<br />

document (or slides) will normally be sent/briefed to the CINC for approval.<br />

7. Develop Annex H <strong>and</strong> METOC perspective in JTF plan/order (Task 215J-07-JMO).<br />

After the COA is selected the plan/order is physically developed. Most of the information<br />

needed for this task should have already been developed through the estimate process<br />
