MEMORANDUM FOR: Distribution List (Annex Z)<br />

1. This publication is the 3 rd edition of the <strong>Joint</strong> Meteorology <strong>and</strong> Oceanography<br />

(METOC) <strong>H<strong>and</strong>boo</strong>k (JMH), <strong>and</strong> hopefully is an edition more easily read <strong>and</strong> reviewed by<br />

METOC personnel. This document is a major reorganization of the initial 1997 release<br />

(updated in 1999), which was compiled from inputs by Senior METOC Officers, former<br />

<strong>and</strong> current <strong>Joint</strong> Task Force METOC Officers, <strong>and</strong> METOC experts in various Service<br />

organizations.<br />

2. The <strong>H<strong>and</strong>boo</strong>k reflects comments from across the METOC community: unified<br />

comm<strong>and</strong>s, US <strong>Joint</strong> Forces Comm<strong>and</strong>’s component comm<strong>and</strong>s, Service headquarters, <strong>and</strong><br />

leading Air Force, Navy, <strong>and</strong> Marine Corps METOC organizations. The purpose of this<br />

<strong>H<strong>and</strong>boo</strong>k is to serve as a reference tool for prospective <strong>Joint</strong> Task Force (JTF) METOC<br />

officers on the infrastructure, policies, principles, <strong>and</strong> responsibilities inherent in providing<br />

joint METOC support to the warfighter <strong>and</strong> in conducting joint METOC operations. This<br />

<strong>H<strong>and</strong>boo</strong>k can also serve as a guide for unified comm<strong>and</strong> Senior METOC Officers.<br />

3. The <strong>Joint</strong> METOC <strong>H<strong>and</strong>boo</strong>k does not constitute a requirements document or initial<br />

doctrine. <strong>Joint</strong> Publication 3-59, <strong>Joint</strong> Doctrine, Tactics, Techniques, <strong>and</strong> Procedures for<br />

METOC Operations, serves as joint doctrine. This <strong>H<strong>and</strong>boo</strong>k serves solely to provide the<br />

JTF METOC Officer (JMO), his staff, <strong>and</strong> Service <strong>and</strong> functional component METOC<br />

units, an easy to use manual to help plan <strong>and</strong> execute METOC support for joint operations.<br />

4. This document is updated as required by the USJFCOM Senior METOC Officer. Point<br />
