Forces assigned to unified combatant commands will be under combatant command of the
commanders of the unified combatant commands. Forces will be assigned to such
commands by the Secretary of Defense's memorandum entitled "Forces for Unified
Commands." Except as otherwise directed by the President or the Secretary of Defense, all
forces operating within the geographic area assigned to a unified combatant command shall
be assigned or attached to the commander of that command.
