4-JTF Component METOC Support<br />

4.2 <strong>Joint</strong> Task Force Components: METOC Structure <strong>and</strong> Support<br />

4.2.1 JFACC (<strong>Joint</strong> Force Air Component Comm<strong>and</strong>er).<br />

• Structure. JFACC Staff Weather Officer (may be the JMO if the JFACC is collocated<br />

with the JTF Comm<strong>and</strong>er’s staff), forecasters/briefers as required to perform assigned<br />

tasks <strong>and</strong> responsibilities. The JFACC is typically the Comm<strong>and</strong>er of a Numbered Air<br />

Force (NAF), <strong>and</strong> the SWO is the senior weather officer on his staff.<br />

• Relationship<br />

- Tied closely with JFACC plans cell, Intel/RECCE cell, <strong>Joint</strong> Guidance <strong>and</strong><br />

Apportionment Targeting cell (GAT), <strong>and</strong> the current operations cell<br />

- Typically works for the Director, <strong>Joint</strong> Air Operations (JOAC) Center (para.<br />

4.2.1.1)<br />

• Assets. No special requirements aside from telephones, PCs, etc.<br />

• Roles <strong>and</strong> Responsibilities<br />

- Advise JFACC comm<strong>and</strong>er of operational limitations due to weather<br />

- Metwatch launch, l<strong>and</strong>ing, <strong>and</strong> alternate airfields<br />

- Coordinate with JMO <strong>and</strong> components as required<br />

- Establish LCC data collection plan (to include FALOP)<br />

- Establish ACC data collection plan<br />

• JFACC METOC Support Requirements<br />

- Primary emphasis is briefing <strong>and</strong> coordinating<br />

- Monitor execution forecasts (e.g., TAFs <strong>and</strong> AR route forecasts) <strong>and</strong> observations<br />

> JOAF should provide the basis for these forecasts<br />

- Metwatch JFACC airfields/ships<br />

> Pass local weather warnings <strong>and</strong> advisories to staff<br />

- Target <strong>and</strong> en route forecasts (as required), to include Tomahawk support<br />

- Support the <strong>Joint</strong> Air Operations Cell (JAOC) <strong>and</strong> the Air Tasking Order (ATO)<br />

cycle<br />

> Prepare/present planning electro-optical/IREPS data<br />

> Provide decision assistance to ATO planning cell<br />

- Request special products (Send to JTF JMO)<br />

- Assist JFACC staff in working METOC support needs/shortfalls<br />

• Manning. JFACC minimum recommended manning (assumes collocation with full<br />

support METOC unit):<br />

- One O-5/O-4 OIC<br />

- Two O-3/5 briefers<br />

- Three E-6/7 forecasters<br />

- One GCCS operator<br />
