Planning Assessment
8.0 INDUSTRIAL ZONE
8.1 Values of the zone
8.1.1 This zone incorporates predominantly industrial and associated use or
development of the following areas:
Somerset and Wynyard industrial estates, the Burnie Airport and other areas
where industrial and transport orientated development is appropriate and
encouraged to locate.
8.1.2 The values associated with each of the areas in the zone are specified in Part 2 of
the planning scheme.
8.2 Intent of the zone
(a) To provide for a range of industrial uses in concentrated areas; and
(b)
To allow a range of other uses in ways and in locations that do not affect the
viability and operation of use or development associated the primary uses of the
zone.
The land is appropriately zoned to accommodate the proposed dairy feed mesh mill (DA
94/2012). The current subdivision is to facilitate the creation of Lot 2 which will contain
the proposed facility. One additional vacant title (Lot 3) will be created with frontage
onto Calder Road.
The application therefore is considered to have minimal impact in relation to the existing
supply of serviced Industrial Zoned land located elsewhere. Whilst the zone provides a
minimum lot size of 1,000m 2 , the proposed lots are of an appropriate size taking account
of the servicing constraints and the nature of the existing and proposed industrial uses
and developments.
As discussed previously, the current proposal seeks to address Council’s previous
infrastructure servicing concerns. Whilst the application intended that Lot 2 would
connect to the rising main in Stennings Road, Cradle Mountain Water advises that the
reticulated network is currently at peak capacity and on-site management of wastewater
would be required. The application otherwise indicates that Lot 3 is of an appropriate
size to accommodate on-site waste water disposal systems. Taking this into account, and
given that wastewater to be generated by the proposed dairy mash feed mill is limited to
the office building associated with the facility, on-site management would appear to be
feasible.
