Therefore, the possibility of
upgrading the Telstra site in order to
allow NBN to reach a suitable height
in this location was not an option in
this case.
Aerial telecommunication lines or
additional supporting structures are
erected and operated in residential
and commercial areas only where
overhead cables operated by other
utilities are in existence.
Best practice methods are used to
reduce the visual impact of
infrastructure or to conceal
infrastructure within the
surrounding natural or built
environment.
Clearing for infrastructure corridors
and facilities is minimised to limit
visible prominence while
responding to functional and safety
requirements.
Infrastructure:
avoids skyline positions (i.e. where
a structure would be seen in
silhouette);
crosses hills diagonal to the
principal slope or crosses at the low
point of a saddle between hills; or
is located around the base of hills or
along the edge of existing clearings;
unless a need to do otherwise is
demonstrated.
Equipment housing and other
visually intrusive infrastructure is
screened or concealed from public
areas.
It is also important to note that due
to both the difference in elevation of
the Telstra site from the current DA
site and the fact that Telstra reserve
the top of any poles for their own
infrastructure, in this case a higher
tower of 40m would have been
required if a swap out was to take
place.’
N/A the site is not located in a
residential or commercial area.
Complies – As per the applicant’s
response:
‘existing vegetation which extends
to a height of approximately 10
metres will assist in screening the
proposed infrastructure. The
monopole is also to be located along
the Preolenna Road fence line where
there are low voltage power lines
which will reduce the impact of the
infrastructure on the wider
surrounds. ‘
Not applicable – no clearing is
required to facilitate the
development.
Complies – The proposed facility is
not located in a position that will
result in a silhouette and is located
in an existing cleared area.
Complies – the ground level
infrastructure will be screened by
existing vegetation.
