primary and secondary increases steadily, largely

compensated by a decrease in higher education’s
share. Detailed figures are presented in Annex 3.
Table 5.5 shows that less than three quarters
of total spending is for recurrent costs and just
under 30% for capital costs. Over a quarter of
spending is assigned to the federal budget. Almost
three-quarters of the total cost is expected to be
spent by the regions and the woredas (which are
summarized under “regional level” in the table).
