On-budget donor contributions are included<br />
in the education budget presented above (with<br />
on-budget project support appearing as capital<br />
expenditure). Off-budget contributions are<br />
not included and, where aligned with ESDP IV<br />
objectives and coordinated with government<br />
activities, will reduce the financing gap. Table 5.9<br />
shows that the government has been successful<br />
in leveraging ever greater resources to education<br />
but faces uncertainty going forward.<br />
Assuming that donor contributions increase as<br />
projected between 2009/10 and 2010/11, that<br />
they can be sustained at that level, and that they<br />
can be completely aligned with ESDP objectives,<br />
the financing gap over the life of the plan will<br />
decrease significantly. An increase of around<br />
$85m per year over 2010/11 commitments would<br />
eliminate the funding gap entirely (if aligned to<br />
ESDP objectives).<br />

Community Contributions<br />
The 2010 Public <strong>Education</strong> Expenditure Review<br />
estimates that community contributions to<br />
primary school construction, mainly in the form<br />
of labour and materials, are around 0.1% of<br />
GDP or approx. ETB3bn. Many communities also<br />
systematically raise money for recurrent costs,<br />
but this varies greatly from region to region and<br />
no national estimates currently exist.<br />
Under ESDP IV, community involvement<br />
will go beyond financial, material and labor<br />
contributions; communities will be expected<br />
to exercise leadership, participate in school<br />
management in such a manner that it reflects<br />
their ownership of the school. In this context,<br />
the communities will continue to contribute<br />
to financing education, in particular through<br />
support to low-cost classroom construction<br />
through provision of local materials and labor.<br />
The community may also, based on its ability<br />
and development level, help out with non-salary<br />
recurrent expenditure. Students and parents also<br />
participate in the financing of education through<br />
fees in TVET and tertiary education. An increase<br />
in these contributions can contribute to filling the<br />
financing gap.<br />
