The attached Quota Comparison Table indicates that:<br />

1. Few countries catch quotas (allocated by ICCAT) are complying with Recommendation [Ref. 94-11];<br />

2. Most of the other countries are still having high catch quotas (allocated by ICCAT) in comparison with<br />

Recommendation [Ref. 94-11] and this extra amount is mostly derived from OTHERS CATCH QUOTA.<br />

3. The average percentage (over Recommendation [Ref. 94-11]) is 137.4%;<br />

4. If only the developing countries are considered; the average percentage (over Recommendation [Ref. 94-11])<br />

is 151%;<br />

5. Turkey, which was not a Contracting Party at the time of allocations, is having the lowest percentage of 24%.<br />

Taking into account ICCAT Recommendations [Ref. 94-11], [Ref. 98-5], [Ref. 00-09] and [Ref. 02-08]; noting<br />

the 2001 ICCAT Criteria for the Allocation of Fishing Possibilities; recalling the above-mentioned facts: Turkey<br />

requests ICCAT to regulate all Parties’ catch quotas in line with Recommendation [Ref. 94-11].<br />

Since 1992 Turkey has conducted scientific research in Turkish<br />

waters. In this context; larval surveys were carried out by Turkish<br />

scientists. In 2003, tagging and reproduction studies on BFT have<br />

been carried out by Turkish scientists and farming industry in<br />

cooperation with Italian scientists. The results of these studies were<br />

presented in 2003 SCRS meeting in Madrid. The environmental<br />

impacts of BFT farms have been studied by Turkish scientists and<br />

will be presented at the 2nd GFCM -ICCAT Ad Hoc WG Meeting<br />

on BFT Farming and Fattening Practices in Mediterranean, which<br />

will be held in Izmir/Turkey on 15-17 December 2003.<br />
