ICCAT REPORT 2002-2003 (II)<br />
Noting that progress was made but that the task given to the Working Group has not yet been completed, it is<br />
recommended that the Commission authorize the Working Group to continue its work. Some parties noted that,<br />
to the extent possible, such work should be conducted during ICCAT annual meetings. The ICCAT Chairman<br />
emphasized the importance of expediting this work, especially in light of international criticism.<br />
7. Other business<br />
No other business was discussed.<br />
8. Adoption of the report<br />
The Working Group agreed that a draft of the meeting report would be made available before completion of the<br />
1 st Meeting of the Working Group on IUU Trade Restrictive Measures (held 29-30 May 2003) and that the final<br />
report would be adopted by mail. The report was subsequently adopted by mail, and the Commission adopted<br />
the Report at its 18 th Regular Meeting (17-24 November 2003).<br />
9. Adjournment<br />
The delegations thanked the Chair for his leadership.<br />

Mr. Alberto Joao Jardim, President of the Regional Government of Madeira, Mr. Joao Carlos Abreu, Minister of<br />
Tourism of Madeira, Distinguished Delegates, Ladies and Gentlemen:<br />
It is with great pleasure and a sense of being fortunate that we find ourselves, once again, on the beautiful island<br />
of Madeira for another ICCAT meeting. This is the fourth of our meetings here, as ICCAT celebrated two<br />
previous Commission meetings and one previous SCRS meeting on this island. We extend our deepest<br />
appreciation to the Government of the Autonomous Region of Madeira and to the European Community for<br />
making Madeira the venue for this meeting.<br />
This week we will actually be having two different but related meetings. These are the “3 rd Meeting of the<br />
Working Group on Integrated Monitoring Measures” and the “1 st Meeting of the Working Group on the<br />
Application of Trade Restrictive Measures”. ICCAT has been one of the leading regional fishery management<br />
bodies in developing instruments to improve the effectiveness of its conservation measures and, in particular,<br />
those instruments that relate to the fight against illegal, unreported and unregulated fishing.<br />
Last November, the Commission reached important consensus on multiple conservation measures and sharing<br />
arrangements. This year is the time to strengthen the means by which those conservation measures will become<br />
more effective and those sharing arrangements will be more respected.<br />
The Working Group on Monitoring Measures has made much progress, resulting in a General Outline of<br />
Monitoring Measures. We now need to continue to work together here this week to specify in more detail the<br />
actions that must evolve from this General Outline. The Working Group on Trade Restrictive Measures also has<br />
much work ahead of it related to the specification of criteria and procedures for the establishment and lifting of<br />
trade restrictive measures.<br />
I now have the honor to introduce to you the President of the Regional Government of Madeira, Mr.Alberto Joao<br />
