1. Opening of the meeting<br />

REPORT OF THE MEETING OF THE CONSERVATION AND<br />

MANAGEMENT MEASURES COMPLIANCE COMITTEE<br />

The Compliance Committee met during the 18 th Regular Meeting of the Commission at Dublin Castle in Dublin,<br />

Ireland. The meeting was opened by the Committee Chair, Mr. Friedrich Wieland.<br />

2. Adoption of the Agenda<br />

Two changes were made to the draft agenda as circulated: an item 4 on “Consideration of the Report of the 3 rd<br />

Meeting of the Working Group to Develop Integrated Monitoring Measures, including any draft<br />

recommendations and other possible actions/measures” was added, and item 7 on “Consideration of the Report<br />

of the Data Workshop, and other measures to improve fisheries statistics requested by ICCAT” was removed (for<br />

consideration by the Joint Meeting of the Compliance Committee and PWG). The numbers of other Agenda<br />

items were shifted accordingly. It was also noted that agenda items 7 to 12 of the revised Agenda should follow<br />

the Joint Meeting of the Compliance Committee and PWG discussions.<br />

The revised Agenda was adopted and is attached as Appendix 1 to ANNEX 9.<br />

3. Appointment of the Rapporteur<br />

Ms. Cristina Olivos of the European Community was appointed Rapporteur.<br />

4. Consideration of the Report of the 3 rd Meeting of the Working Group to Develop Integrated<br />

Monitoring Measures, including any draft recommendations and other possible actions/measures<br />

The Chair briefly reviewed the meeting and its conclusions, with reference to the “Report of the 3 rd Meeting of<br />

the Working Group to Develop Integrated Monitoring Measures” (see ANNEX 4.1 ). The Compliance<br />

Committee agreed to adopt the Report of the Working Group. The Chair opened discussion on this item and<br />

stated his intention to review, one-by-one the three draft recommendations that came out of the meeting of the<br />

Working Group: (1) the Duties of Flag States in Relation to their Vessels Fishing in the ICCAT Convention<br />

Area, (2) the Recording of Catch by Fishing Vessels in the ICCAT Convention Area, (3) the Establishment of a<br />

Vessel Monitoring System in the ICCAT Convention Area,” and (4) the future work of the Working Group.<br />

4.1 Draft Recommendation Concerning the Duties of Flag States in relation to their Vessels Fishing in the<br />

ICCAT Convention Area<br />

Delegations discussed the text of this draft recommendation, which was first discussed during the 3rd Meeting of<br />

the Working Group to Develop Integrated Monitoring Measures, held in Madeira in May 2003.<br />

After some debate, and some drafting suggestions from Delegations (mainly from the Delegate of Brazil), the<br />

square brackets were removed and the Recommendation by ICCAT Concerning the Duties of Contracting Parties<br />

and Cooperating non-Contracting Parties, Entities or Fishing Entities in Relation to Their Vessels Fishing in the<br />

ICCAT Convention Area was adopted and submitted for approval by the Commission (see ANNEX 5 [Ref. 03-<br />

12]).<br />

4.2 Draft Recommendation Concerning the Recording of Catch by Fishing Vessels in the ICCAT Convention<br />

Area<br />

Delegations discussed the text of the above draft Recommendation, which was first proposed at the 3 rd Meeting<br />

of the Working Group to Develop Integrated Monitoring Measures held in Madeira in May 2003.<br />

Following these discussions, some drafting changes were made. The Recommendation by ICCAT Concerning the<br />

Recording of Catch by Fishing Vessels in the ICCAT Convention Area (see ANNEX 5 [Ref. 03-13]) was<br />

adopted, and was submitted for approval by the Commission.<br />
