the waters. By us<strong>in</strong>g a process <strong>of</strong> “parasitiz<strong>in</strong>g” the airwaves, which<br />

is ak<strong>in</strong> to the self-regulat<strong>in</strong>g processes <strong>of</strong> the natur<strong>al</strong> world, deviant<br />

broadcasters reestablish an organic b<strong>al</strong>ance b<strong>et</strong>ween <strong>in</strong>stitutions and<br />

marg<strong>in</strong><strong>al</strong>ized groups. From its very beg<strong>in</strong>n<strong>in</strong>gs, radio was developed<br />

to deliver clean, tidy and clear messages, <strong>in</strong> order to open a space for<br />

the State and <strong>in</strong>dustry. It was y<strong>et</strong> another territory to colonize. As<br />

Sa<strong>in</strong>t-Thomas l’Imposteur remarked <strong>in</strong> an <strong>in</strong>terview,<br />

Stations multiply and provide aur<strong>al</strong> landscapes dedicated to a virtu<strong>al</strong><br />

sense <strong>of</strong> be<strong>in</strong>g at home, made portable via sm<strong>al</strong>l listen<strong>in</strong>g devices like<br />

W<strong>al</strong>kmans and transistors. The broadcast starts from po<strong>in</strong>t A and<br />

moves towards, through geographic<strong>al</strong> space, multiple po<strong>in</strong>t Bs. The<br />

th<strong>in</strong>kers beh<strong>in</strong>d radio production <strong>in</strong>tended the space b<strong>et</strong>ween the<br />

two po<strong>in</strong>ts to be clean, free <strong>of</strong> <strong>in</strong>truders and parasites. War is waged<br />

aga<strong>in</strong>st <strong>in</strong>terference. 8<br />

<strong>Pirate</strong> <strong>Radio</strong> as Paradigm and Soci<strong>al</strong> Construction<br />

It may be because <strong>of</strong> the romanticism with which pirate radio is imbued<br />

that the term pirate is commonly accepted by those who engage <strong>in</strong> the<br />

activity. Y<strong>et</strong> it is important to note that the term <strong>al</strong>so implies crim<strong>in</strong><strong>al</strong>ity,<br />

and it is worth question<strong>in</strong>g its usage. When attached to a radio<br />

broadcast, the term pirate carries a specific dramatization <strong>of</strong> an act<br />

<strong>in</strong>volv<strong>in</strong>g the reappropriation <strong>of</strong> the orig<strong>in</strong><strong>al</strong> freedoms that existed<br />

before radio became monopolized by government and corporate <strong>in</strong>stitutions.<br />

Of course, the term is <strong>in</strong>spired by the <strong>of</strong>f-shore situation <strong>of</strong><br />

those stations broadcast<strong>in</strong>g illeg<strong>al</strong>ly from ships <strong>in</strong> <strong>in</strong>ternation<strong>al</strong> waters.<br />

If pirate radio som<strong>et</strong>imes f<strong>in</strong>ds refuge on ships, the an<strong>al</strong>ogy “empire <strong>of</strong><br />

the airwaves” 9 is certa<strong>in</strong>ly relevant. To associate an act <strong>of</strong> illeg<strong>al</strong> radio<br />

broadcast<strong>in</strong>g with the act <strong>of</strong> piracy <strong>al</strong>so underscores the illeg<strong>al</strong> aspect<br />

<strong>of</strong> these activities, rem<strong>in</strong>d<strong>in</strong>g the violators, on the one hand, <strong>of</strong> their<br />

soci<strong>al</strong> marg<strong>in</strong><strong>al</strong>ity and, on the other hand, affirm<strong>in</strong>g, at least among<br />

ma<strong>in</strong>stream media’s audiences, the illeg<strong>al</strong> aspect <strong>of</strong> the act vis-à-vis<br />

the privatization and nation<strong>al</strong>ization <strong>of</strong> radio frequencies. In other<br />

words, the term pirate, when attached to radio, can act as both a tool<br />

<strong>of</strong> dissuasion and as power <strong>of</strong> persuasion.<br />

<strong>Radio</strong> as soci<strong>al</strong> paradigm is <strong>in</strong>tricately l<strong>in</strong>ked to the notion <strong>of</strong> space,<br />

especi<strong>al</strong>ly with regards to its privatization and its access by <strong>in</strong>stitution<strong>al</strong><br />

powers. Because the number <strong>of</strong> frequencies on the airwaves is<br />

technic<strong>al</strong>ly restricted, State radio broadcast<strong>in</strong>g — then private radio
