<strong>in</strong>terviewed Carol Denney, c<strong>of</strong>ounder <strong>of</strong> Free <strong>Radio</strong> Berkeley, for the<br />
then forthcom<strong>in</strong>g book, Seiz<strong>in</strong>g The Airwaves, 5 I began by ask<strong>in</strong>g her<br />
the question that had eluded me, “Why micropower [pirate] radio and<br />
not community radio?” Her <strong>in</strong>iti<strong>al</strong> response, “Gosh, I wish it didn’t<br />
just break my heart to answer that question,” vividly expressed the<br />
anguish she, and many others <strong>in</strong> the region, felt about the July 1996<br />
hostile takeover, evidenced by the remov<strong>al</strong> <strong>of</strong> programmers at Berkeley’s<br />
KPFA — the first <strong>in</strong>dependent, listener-supported, licensed radio<br />
station <strong>in</strong> North America — followed by the lockout <strong>of</strong> programmers<br />
and a substanti<strong>al</strong> restructur<strong>in</strong>g <strong>of</strong> its schedule.<br />
Launched <strong>in</strong> 1949, after World War II, KPFA was <strong>in</strong>itiated by Lew<br />
Hill, a pacifist, conscientious objector and anarchist. Accord<strong>in</strong>g to the<br />
San Francisco Bay Guardian, the station was “founded as a voice <strong>of</strong><br />
dissent.” 6 It encouraged public debate on contemporary politic<strong>al</strong> and<br />
soci<strong>al</strong> issues and artistic endeavours. This unique radio concept was<br />
so successful that KPFA eventu<strong>al</strong>ly grew <strong>in</strong>to a n<strong>et</strong>work <strong>of</strong> five stations<br />
known as Pacifica <strong>Radio</strong>, and sparked the movement toward the<br />
creation <strong>of</strong> campus-based community radio stations throughout the<br />
States and <strong>Canada</strong>. However, over the ensu<strong>in</strong>g decades, KPFA <strong>in</strong>creas<strong>in</strong>gly<br />
mirrored the power imb<strong>al</strong>ances that were be<strong>in</strong>g ch<strong>al</strong>lenged by<br />
the politic<strong>al</strong>ly-charged civil rights, fem<strong>in</strong>ist and antiwar movements.<br />
The result<strong>in</strong>g <strong>in</strong>stability at the station was compounded by a gradu<strong>al</strong><br />
series <strong>of</strong> conservative <strong>in</strong>filtrations onto its once very liber<strong>al</strong> board<br />
<strong>of</strong> directors. This takeover shifted the objectives <strong>of</strong> the station’s programm<strong>in</strong>g<br />
toward a new format that would <strong>in</strong>crease its appe<strong>al</strong> to the<br />
well-heeled segment <strong>of</strong> its audience at the expense <strong>of</strong> its more radic<strong>al</strong><br />
programm<strong>in</strong>g. As Carol Denney lamented:<br />
KPFA is what we used to c<strong>al</strong>l our community radio station... They are<br />
still predom<strong>in</strong>antly a listener-supported station, but it’s fairly clear<br />
from the programs that they’ve axed recently, and the volunteer programmers<br />
that they’ve not only axed but blacklisted, that they want a<br />
k<strong>in</strong>d <strong>of</strong> middle-<strong>of</strong>-the-road station. They see that as more lucrative. It’s<br />
<strong>al</strong>l about demographics now. 7<br />
Ironic<strong>al</strong>ly, one <strong>of</strong> the programs that was axed was c<strong>al</strong>led “Freedom is<br />
a Constant Struggle.” Dur<strong>in</strong>g my <strong>in</strong>terview with the host <strong>of</strong> that program<br />
(<strong>al</strong>so published <strong>in</strong> Seiz<strong>in</strong>g the Airwaves), former Black Panther<br />
and prison rights activist, Kiilu Nyasha, accused KPFA <strong>of</strong> be<strong>in</strong>g “dis<strong>in</strong>genuous”<br />
with her when they <strong>in</strong>vited her to attend me<strong>et</strong><strong>in</strong>gs to dis-
