S<strong>al</strong>vador, and it has served as an important tool <strong>in</strong> the arsen<strong>al</strong> <strong>of</strong> the<br />

guerrilla forces fight<strong>in</strong>g aga<strong>in</strong>st the occupation <strong>of</strong> East Timor by Indonesia.<br />

It has become the voice <strong>of</strong> the favelas <strong>in</strong> Brazil where some 2000<br />

free radio stations exist without government sanction or approv<strong>al</strong>.<br />

When threatened with closure by government agencies, communities<br />

arise to defend their voices. Mass strike actions by taxi drivers forced<br />

the Taiwanese government to abandon its effort to shut down underground<br />

radio stations <strong>in</strong> the mid-1990s. On numerous occasions <strong>in</strong>digenous<br />

communities have put their bodies b<strong>et</strong>ween their radio station<br />

and government forces attempt<strong>in</strong>g to shut them down. Follow<strong>in</strong>g the<br />

Zapatista upris<strong>in</strong>g <strong>in</strong> Mexico <strong>in</strong> 1994, a subsequent c<strong>al</strong>l was made by<br />

Subcomandante Marcos <strong>in</strong> 1996 for the creation <strong>of</strong> an <strong>in</strong>ternation<strong>al</strong><br />

n<strong>et</strong>work <strong>of</strong> grassroots media. In response, <strong>in</strong>dependent community<br />

media then entered a new period <strong>of</strong> revit<strong>al</strong>ization and regrowth <strong>in</strong><br />

step with a burgeon<strong>in</strong>g anti-glob<strong>al</strong>ization movement. Many community<br />

voices had been silenced not at the barrel <strong>of</strong> a gun, but by neoliber<strong>al</strong><br />

polices which privatized the broadcast airwaves and mandated<br />

their s<strong>al</strong>e to the highest bidder. A s<strong>in</strong>gle FM frequency or channel for<br />

the entire country <strong>of</strong> El S<strong>al</strong>vador had a price tag <strong>of</strong> $100,000. Onerous<br />

regulatory policies comb<strong>in</strong>ed with civil and mon<strong>et</strong>ary sanctions were<br />

brought to bear aga<strong>in</strong>st any community believ<strong>in</strong>g that they had the<br />

right <strong>of</strong> free speech and expression.<br />

For those who resist, the steel fist <strong>of</strong> state-sanctioned police or<br />

military violence rests with<strong>in</strong> the velv<strong>et</strong> glove <strong>of</strong> neo-liber<strong>al</strong>ism and<br />

is enforced by a glob<strong>al</strong> corporate mafia. A handsome pr<strong>of</strong>it has been<br />

made <strong>in</strong> sell<strong>in</strong>g crowd suppression technology and weapons to both<br />

develop<strong>in</strong>g and first world countries as mass protests aga<strong>in</strong>st corporate<br />

glob<strong>al</strong>ization and neo-liber<strong>al</strong> policies have broken out on an<br />

<strong>in</strong>ternation<strong>al</strong> sc<strong>al</strong>e. Close on the heels <strong>of</strong> the arms merchants came the<br />

lawyers and consultants represent<strong>in</strong>g private security firms and mercenaries.<br />

To avoid an embarrass<strong>in</strong>g rep<strong>et</strong>ition <strong>of</strong> the shutdown <strong>of</strong> the<br />

World Trade Organization’s (WTO) me<strong>et</strong><strong>in</strong>gs <strong>in</strong> Seattle, steel cordons<br />

were raised <strong>in</strong> Genoa, Prague, Cancun, and dozens <strong>of</strong> other cities to<br />

protect the elite gather<strong>in</strong>gs <strong>of</strong> the Group <strong>of</strong> Eight (G8) or WTO from<br />

the masses who were <strong>in</strong>sist<strong>in</strong>g that another world was possible. But,<br />

unlike people, radio waves cannot be easily fenced out. This is a primary<br />

reason why free radio is considered an om<strong>in</strong>ous threat by those<br />

who wish to ma<strong>in</strong>ta<strong>in</strong> their reign <strong>of</strong> dom<strong>in</strong>ation and control. After <strong>al</strong>l,<br />

the first paragraph <strong>in</strong> the Dictatorship for Dummies book states: “Seize
