range <strong>of</strong> the microphone, <strong>al</strong>l without the permission or awareness <strong>of</strong><br />
the user. Such technologies may be much more Faustian than utopian,<br />
especi<strong>al</strong>ly <strong>in</strong> light <strong>of</strong> programs such as Echelon and the <strong>in</strong>st<strong>al</strong>lation <strong>of</strong><br />
FBI black box taps (known as Carnivore) on the servers <strong>of</strong> every <strong>in</strong>tern<strong>et</strong><br />
service provider.<br />
With<strong>in</strong> this specific context, free radio becomes <strong>al</strong>l the more important<br />
because it cannot be centr<strong>al</strong>ly controlled and shut down. Every<br />
tool has both strengths and limitations and any <strong>in</strong>telligent user <strong>of</strong><br />
media tools must recognize this fact. Reliance on any one tool is foolish<br />
and short-sighted. Further <strong>in</strong>novations must be created and established<br />
to put technology to work for people and communities. Cory<br />
Doctorow, <strong>in</strong> his sci-fi novel, Little Brother, 1 shows a possible way<br />
forward with the development <strong>of</strong> “extran<strong>et</strong>s” — loc<strong>al</strong> wireless mesh<br />
n<strong>et</strong>works that <strong>al</strong>low for region<strong>al</strong> and loc<strong>al</strong> communications. Created<br />
with <strong>in</strong>expensive wifi transceivers and s<strong>of</strong>tware for self-configuration,<br />
extran<strong>et</strong>s would be a way for loc<strong>al</strong> control <strong>of</strong> communications to be<br />
exerted. S<strong>of</strong>tware-def<strong>in</strong>ed radio receivers are y<strong>et</strong> another emerg<strong>in</strong>g<br />
possibility.<br />
It cannot be denied that the <strong>in</strong>tern<strong>et</strong> has made the world much<br />
sm<strong>al</strong>ler, <strong>al</strong>low<strong>in</strong>g <strong>in</strong>formation and news to flow <strong>in</strong> ways unimag<strong>in</strong>able<br />
a decade ago. Equ<strong>al</strong>ly important to consider though, is that <strong>in</strong>formation<br />
without context is propaganda. De-contextu<strong>al</strong>ization is a primary<br />
means <strong>of</strong> control. Free radio is able to provide context <strong>in</strong> an immediate<br />
and direct manner. As part <strong>of</strong> a synergistic deployment <strong>of</strong> media<br />
and communications controlled by people, not corporations and government,<br />
free radio is a plant which only needs further water<strong>in</strong>g and<br />
propagation to maximize its <strong>in</strong>herent possibilities. L<strong>et</strong> a thousand<br />
transmitters blossom!<br />
