Learn<strong>in</strong>g Outcomes/Competencies<br />

As mentioned above, the Malawi curriculum is structured<br />

accord<strong>in</strong>g to competency based learn<strong>in</strong>g outcomes. Examples<br />

of competencies are <strong>in</strong>cluded <strong>in</strong> the above section on the<br />

curriculum development/<strong>in</strong>tegration.<br />

Policy Development, Plann<strong>in</strong>g and Implementation Aspects<br />

Malawi’s DRR commitment dates back to 1991 when the<br />

country passed a <strong>Disaster</strong> Preparedness and Relief Act. The<br />

Department of <strong>Disaster</strong> Management Affairs was created as<br />

a coord<strong>in</strong>at<strong>in</strong>g and implement<strong>in</strong>g body for DRR programmes<br />

<strong>in</strong> the country (UNISDR, 2010). Although education has not<br />

been a core area for Malawi’s DRR efforts, the Secretary and<br />

Commissioner for <strong>Disaster</strong> Management Affairs has recently<br />

emphasized education as one of the key priorities for the<br />

Government of Malawi’s DRR <strong>in</strong>itiatives over the next five<br />

years. The government <strong>in</strong>tends to ‘<strong>in</strong>clude disaster risk<br />

management <strong>in</strong> primary, secondary, tertiary and other tra<strong>in</strong><strong>in</strong>g<br />

<strong>in</strong>stitutions’ curricula. The <strong>in</strong>clusion of disaster risk management<br />

<strong>in</strong> the curricula, start<strong>in</strong>g from primary school level, would<br />

ensure that children grow up with an understand<strong>in</strong>g of impacts<br />

of disasters and what can be done to reduce the impact’<br />

(Government of Malawi, 2011, 4). DRR stakeholders are<br />

lobby<strong>in</strong>g strongly for the <strong>in</strong>clusion of DRR at all levels of<br />

the school curriculum (UNISDR, 2011, 11).<br />

An Education Technical Work<strong>in</strong>g Group of the National <strong>Disaster</strong><br />

Preparedness Committee was established <strong>in</strong> 2010. This is a<br />

very important milestone signall<strong>in</strong>g that education is becom<strong>in</strong>g<br />

a top priority <strong>in</strong> the National Preparedness Plan 72 .<br />
