Armenia (synoptic case)<br />

Overview<br />

Armenia offers an example of noteworthy<br />

pedagogical and curriculum materials<br />

development <strong>in</strong> DRR through the vehicle<br />

of a relatively small-scale pilot project.<br />

The translation to scale and question<br />

of location of DRR with<strong>in</strong> the national<br />

curriculum are issues to be addressed<br />

follow<strong>in</strong>g the determ<strong>in</strong>ation of the place<br />

of education with<strong>in</strong> the still gestat<strong>in</strong>g<br />

national DRR strategy.<br />

Armenia participated <strong>in</strong> the DIPECHO five-phase 2010-11<br />

DRR <strong>in</strong> Education project jo<strong>in</strong>tly led by UNICEF and the<br />

State Academy of Crisis Management (CMA).<br />

The first phase <strong>in</strong>volved the establishment of an expert group<br />

(EG) composed of two DRR specialists and two education<br />

specialists, and the hir<strong>in</strong>g of a project manager and project<br />

coord<strong>in</strong>ator to take forward implementation. The EG proceeded<br />

to develop a ‘comprehensive and <strong>in</strong>tegrated’ tra<strong>in</strong><strong>in</strong>g module<br />

for pre-school/school teachers, and to collect and organize<br />

exist<strong>in</strong>g materials <strong>in</strong>to ‘a comprehensive mixture of DRR and<br />

contemporary pedagogical approaches’ (CMA/UNICEF, 2011, 1).<br />

The second phase <strong>in</strong>volved the October 2010 tra<strong>in</strong><strong>in</strong>g of some<br />

24 teachers and pr<strong>in</strong>cipals drawn from four marzes (districts)<br />

participat<strong>in</strong>g. The tra<strong>in</strong><strong>in</strong>g emphasized ‘up-to-date teach<strong>in</strong>g<br />

methodologies’ (Ibid).<br />

In the third phase, those who had received tra<strong>in</strong><strong>in</strong>g proceeded<br />

to develop thematic units for pilot delivery <strong>in</strong> their respective<br />

schools <strong>in</strong> spr<strong>in</strong>g 2011. Experts (no specifications) visited each<br />

school to consult on unit development and to observe lessons.<br />

The fourth phase <strong>in</strong>volved a further round of tra<strong>in</strong><strong>in</strong>g <strong>in</strong> December<br />

2010 <strong>in</strong> four regional centres <strong>in</strong> which some 70 teachers <strong>in</strong><br />

addition to the 24 orig<strong>in</strong>al teachers and pr<strong>in</strong>cipals participated.<br />

‘The agenda of the tra<strong>in</strong><strong>in</strong>gs <strong>in</strong>cluded teach<strong>in</strong>g of specific disasters<br />

capitaliz<strong>in</strong>g on different methodologies, such as the Jigsaw<br />

method, Gallery method, role-play<strong>in</strong>g method, bra<strong>in</strong>storm<strong>in</strong>g<br />

method, Prism method, story-writ<strong>in</strong>g and puzzle method’ (Ibid.<br />

2). While the evaluation revealed that the teachers were very<br />

satisfied with their tra<strong>in</strong><strong>in</strong>g, 40% anticipated difficulties<br />

<strong>in</strong> translat<strong>in</strong>g the methods used <strong>in</strong>to their schools and classrooms.<br />

In the fifth phase, the EG worked on adjust<strong>in</strong>g materials<br />

collected and develop<strong>in</strong>g further materials as they produced<br />

the follow<strong>in</strong>g: DRR Education: a Resource Handbook for<br />

Pre-<strong>School</strong> and <strong>School</strong> teachers; I Can, a Handbook for<br />

Pre-<strong>School</strong> children; I Know, I am Prepared, I Can, learn<strong>in</strong>g<br />

materials and assignments for elementary level students;<br />
