8. USAID and other donors have been important partners in enabling<br />

sustainable education reform. however, the effectiveness has <strong>of</strong>ten<br />

depended as much on how the support is provided as on what the technical<br />

support consists <strong>of</strong>.<br />

<strong>The</strong> evidence from the case studies indicates that USAID programs, as well as<br />

those <strong>of</strong> other donors, have been instrumental in supporting education reform.<br />

This study did not seek to assess the specific accomplishments <strong>of</strong> individual<br />

projects in terms <strong>of</strong> achieving objectives, meeting targets for deliverables, or<br />

cost-effectiveness, but to review aid in the context <strong>of</strong> system change. It can be<br />

argued that the most lasting and significant impact <strong>of</strong> donor support is due as<br />

much to the process <strong>of</strong> engagement as to the deliverables <strong>of</strong> the projects.<br />

Donor policy dialogue on such issues as decentralization, girls’ education, and<br />

community participation are influential in setting the terms <strong>of</strong> debate in the<br />

countries. This influence flows not only from the uneven power and resource<br />

dynamics involving donors and recipients but also from effective intellectual<br />

engagement. Certainly, technical and financial support <strong>of</strong> the projects helped<br />

implement activities that would have otherwise been impossible, but the<br />

highest impact <strong>of</strong> donor contribution is not necessarily so much the tangible<br />

products as the donor’s role in affecting positive system dynamics. Donor<br />

assistance can contribute to credibility in government and society, an essential<br />

element <strong>of</strong> political capital. International recognition <strong>of</strong> the specific reforms<br />

can have a powerful influence on continuity and sustainability.<br />

Key elements for effective technical assistance are trust, continuity, reliability,<br />

and confidence. Ultimately, effective technical assistance is as much a function<br />

<strong>of</strong> effective human—and inter-organizational—relationships as it is technical<br />

expertise. <strong>The</strong>se relationships are <strong>of</strong>ten hard to develop and easy to undermine.<br />

Donor technical and financial support for pilot and demonstration projects,<br />

and other direct provision <strong>of</strong> assistance to educational systems and schools, had<br />

a significant impact on the progress <strong>of</strong> reform when it was consistent with the<br />

policy directives, or was integrated with policy support activities.<br />

<strong>The</strong> consistent USAID support for developing, refining, and expanding the Active<br />

School model in Nicaragua was an essential factor in creating an intervention<br />

with measurable impact; developing a broad base <strong>of</strong> support and capacity at the<br />

local level; and continuing the program through numerous leadership changes in<br />

the Ministry until the conditions were right for the program to mature and thrive.<br />

Without this level <strong>of</strong> consistent donor support, this highly successful program<br />

could have disappeared, an investment lost.<br />
