Adding Comments to Content Elements

This method will insert the specified text string, in the order provided, into the
content elements. This string will always be placed on a separate line, preceded by
"%" to mark it as a comment. The comment text must not contain a newline
character, unless the character following that newline is a percent sign ("%"). The
content element must be valid; the comment pointer must point at a valid non-NULL,
non-zero-length string.
