All land that has been afforested or reforested since 1 January <strong>1990</strong> is defined as post-<br />

1989 forest. Land deforested since 1 January <strong>1990</strong> may be pre-<strong>1990</strong> natural forest,<br />

pre-<strong>1990</strong> planted forest or post-1989 forest.<br />

Total uncertainty in New Zealand’s estimates of emissions for Article 3.3. and 3.4 of the<br />

Kyoto Protocol is 42.9 per cent at a 95 per cent confidence interval.<br />

Other methodological issues<br />

Quality control and quality assurance procedures have been adopted for all data collection<br />

and data analyses, to be consistent with the IPCC guidelines General Guidance and<br />

Reporting (IPCC, 2006b) and New Zealand’s <strong>inventory</strong> quality control and quality<br />

assurance plan. Data-quality and data-assurance plans were established for each type of<br />

data used to determine carbon stock and stock changes, as well as the areal extent and<br />

spatial location of land-use changes. All data was subject to an independent and<br />

documented quality-assurance process. Data validation rules and reports were established<br />

to ensure that all data is fit for purpose, is of consistent and known quality, and that data<br />

quality continues to be improved over time. The data used to derive the country-specific<br />

yield tables and average carbon values have also undergone quality assurance as<br />

described in section 6.4.4.<br />

Year of the onset of an activity<br />

Paragraph 18 of the annex to Decision 16/CMP.1 (Land Use, Land-Use Change and<br />

Forestry) requires Parties to account for emissions and removals from Article 3.3<br />

activities beginning with the onset of the activity or the beginning of the commitment<br />

New Zealand’s Greenhouse Gas Inventory <strong>1990</strong>–<strong>2013</strong> 351
