population of non-dairy cattle, sheep and deer that resulted in lower emissions associated<br />

with these types of livestock, and a decrease in emissions from agricultural liming.<br />

Decreased emissions from the Waste sector were primarily due to improved landfill<br />

management, resulting in lower methane emissions from solid waste disposal on land in<br />

<strong>2013</strong>, compared to 2012.<br />

The increase in emissions from the IPPU sector was the result of combined increases in<br />

emissions from the product uses as substitutes for ODS, as well as small increases in CO 2<br />

emissions from the metal industry and mineral industry.<br />

Net emissions – Climate Change Convention reporting<br />

Net emissions include emissions from the Energy, IPPU, Agriculture and Waste sectors,<br />

together with emissions and removals from the LULUCF sector.<br />

In <strong>1990</strong>, New Zealand’s net greenhouse gas emissions were 38,065.7 kt CO 2 -e. In <strong>2013</strong>,<br />

net greenhouse gas emissions had increased by 16,134.8 kt CO 2 -e (42.4 per cent) to<br />

54,200.5 kt CO 2 -e (figure 2.1.1). The four categories that contributed the most to the<br />

increase in net emissions between <strong>1990</strong> and <strong>2013</strong> were land converted to forest land,<br />

enteric fermentation from dairy cattle, road transportation and land converted to<br />

grassland.<br />

Accounting under the Kyoto Protocol<br />

New Zealand uses <strong>1990</strong> as a base year for accounting under the Kyoto Protocol. The total<br />

emissions in <strong>1990</strong> are currently estimated at 66,720.2 kt CO 2 -e. This differs from<br />

previous estimates for the base year because the time series of emissions reported in each<br />

<strong>inventory</strong> submission are subject to continuous improvement.<br />

In <strong>2013</strong>, net removals were –20,464.4 kt CO 2 -e from all land under Article 3.3 and<br />

forest management land under Article 3.4 of the Kyoto Protocol (see section 2.4 for<br />

further detail).<br />
