GETTING THE FOUNDATION RIGHTHIGHER SCHOOL CERTIFICATEContribute tothedevelopmentof a stronger,simpler HSCthroughsuccessfulprogress in thedevelopmentof the HSCWhite Paper.Reforming the HigherSchool CertificateIn August 1997, the Premierlaunched the Government’s WhitePaper, Securing Their Future,which sets out the reforms tosecondary education in NSW. TheDSE made provision for schools toreceive bulk copies of the WhitePaper and for school principals inevery district to be briefed by HSCTask Force members. The WhitePaper was also made available onthe Internet.Securing Their Future is the resultof the most comprehensive openand consultative review of the HSCin its 35 year history. Theconsultation process includeddistribution of 11,000 copies of thereport, 38 public meetings in 14locations with 4000 participants, 30meetings with special interestgroups, and 1000 submissions ofmore than 6000 pages. Commentswere received from schools, schoolcouncils, employers, representativegroups, universities and manyindividuals including parents andteachers.The review builds on the bestfeatures of the current HSC. Thereforms will enhance its intellectualrigour, fairness and relevance to theneeds, interests and abilities of allsenior secondary students.The Government’s reform willbenefit students sitting for the HSCin 2001 by:• improving curriculumstandards• creating more flexible studyrequirements• strengthening English throughthe introduction of a range ofnew courses• enhancing the quality andstatus of vocational studies• developing explicit standardsagainst which achievement canbe measured, and• reforming university entrancearrangements.The School Certificate will berestored as a significant milestoneof schooling – reference tests willbe replaced with external examsand students will receive their ownmarks. The tests will be held inNovember 1998 in English literacyand Mathematics. In 1999 Sciencewill become compulsory, and in2001 Australian History, AustralianGeography, and Civics andCitizenship will also becomecompulsory following optionalimplementation in earlier years.School-based assessment will bestrengthened with the introductionof course performance descriptorsin English, Mathematics andScience.The DSE particularly supportedchanges to the way in which theTER is set out and calculated,standards-based assessmentand reporting, and the move tomore rigorous and challengingvocational subjects which do notclose off the university option.These reforms will improve thecurriculum, encouraging studentsto test themselves by taking higherlevel courses.The way students’ achievementsare assessed and reported willbe improved so that everyone,particularly parents and employers,will for the first time have accurateand detailed information aboutwhat students know, understandand can do.32 DSE Annual Report 1997
GETTING THE FOUNDATION RIGHTCourses designed to help studentsget a job will be improved.Over the next three years, theGovernment will commit $24m tothe implementation of thesereforms, including an extensivetraining package for all teachersacross the state.Changes to the School Certificatewill begin in 1998. HSC reformswill be fully implemented for thestudents who graduate at the endof 2001 – the current Year 8students. Our Year 9, 10, 11 and 12students will continue the currentHSC program. However, somechanges such as those to the TERwill begin immediately.Progress in theImplementation of HSCand SC ChangesAn intensive process of discussion,investigation and trial will precedethe full implementation of changesto the HSC, to be sat by the currentYear 8 students in 2001.Given the significance of theproposed 2 unit curriculum, aninvestigation into the application ofthis model began in October 1997.Key groups consulted includedprofessional associations, theuniversities, the Board of Studiessyllabus advisory committees andsubject experts. The final coursestructure and content for eachsubject will only be determined aftera subject by subject evaluation iscompleted in 1998-99.An assessment of how schools canaccommodate the 2 unit structurewithin existing school resourceswas also conducted in more than35 schools, representing a broadcross-section of all schools. Year 11students will select courses basedon the 2 unit curriculum model andschools will draft new timetables.Changes to improve the relevanceand rigour of the Year 10 SchoolCertificate will begin 1998 with atrial of both the Science test andAustralian History, Geography andCivics test in participating schools.Students sitting the trial tests willreceive a separate mark for thesein addition to the official record ofachievement.All students will sit the Science testin 1999 in addition to Englishliteracy and Mathematics. TheAustralian History, Geography andCivics tests will be mandatory inNovember 2001. Unlike the currentreference tests, students will receivetheir own marks for each test tocomplement the school-basedassessment of a student’s level ofachievement in the subject studied.Support for StudentsUndertaking the HSCHSC On-Line was launched on theInternet in 1997. Over 14,000 hitswere made on the Internet siteduring the first month of itsoperation.HSC On-Line, a joint venturebetween the NSW Departmentof School Education andCharles Sturt University wasdesigned to give students acrossNSW unprecedented access toinformation which will help themprepare their HSC exams.The site contains specially preparedsubject and course material,including tutorial study tipsand past HSC exam papers. Italso has special information forteachers, including professionaldevelopment data.HSC On-Line currently containsinformation about 16 subjectsincluding Agriculture, ComputerStudies, Drama, English,Geography, Japanese andMathematics.Excellence in Expanding the HSCand SC CurriculumBallina High School received a Director-General’s School Achievement Award forits work in pioneering the establishment ofMarine Studies as one of the fastestgrowing School Certificate and HigherSchool Certificate courses. ❝As well as coauthoringcourses for Board of Studiesapproval, teachers at the school initiatedthe first ever Marine Studies StateConference and the establishment of aprofessional association and a MarineStudies Centre.❞DSE Annual Report 1997 33
