According to Russianlaw, the municipal service is exclusivelycomprised of persons working in localself-government. Municipal institutions,such as schools and healthcare facilitiesare not regarded as bodies of local selfgovernmentand, as a result, their employeesare excluded from municipalservice. The legal status of municipalemployees is established by federal laws,laws of member states of the federation andcharters of municipal entities.
