Theimprovement of the professional level ofmunicipal employees is still an acute problemin the development of local self-government.In Russia, there were in 2006 about280,000 employees (on average, onemunicipal employee for every 500 citizens)(see table 5). According to Russianlaw, the municipal service is exclusivelycomprised of persons working in localself-government. Municipal institutions,such as schools and healthcare facilitiesare not regarded as bodies of local selfgovernmentand, as a result, their employeesare excluded from municipalservice. The legal status of municipalemployees is established by federal laws,laws of member states of the federation andcharters of municipal entities. The status ofmunicipal employees and the guaranteesof their employment are based in themain on general principles, applied to thestate public service.
