Local councils form localexecutive bodies upon proposal of heads ofsettlements, villages and towns. Districts andprovinces, Kiev and Sevastopol have local stateadministrations functioning as agents of thestate and excluded from the system of local selfgovernment.Heads of local state administrationsare appointed and removed from their posts bythe President upon proposal of the Cabinet ofMinisters of Ukraine.Majority electoral system is used for the elections of rural andsettlement councils and heads of settlements, villages andtowns.
