3. <strong>Performance</strong> <strong>of</strong> the Year <strong>2010</strong>3.1. Preparation <strong>of</strong> the Development Policy Framework – Mahinda Chintana Vision forthe Future- Sri Lanka, The Emerging Wonder <strong>of</strong> AsiaThe task <strong>of</strong> development <strong>of</strong> the policyframework <strong>of</strong> the government in line withthe Mahinda Chintana Policy was assignedto the Department by the Secretary to theTreasury in <strong>2010</strong>. A lengthy process fromApril to November followed to prepare thedocument in a comprehensive manner, <strong>and</strong> itwas tabled in the Parliament with the Budget2011. The document was prepared under theguidance <strong>and</strong> direction <strong>of</strong> the Secretary tothe Treasury.Under the overall supervision <strong>of</strong> theSecretary to the Treasury, the DirectorGeneral <strong>and</strong> the two AdditionalDirectors General <strong>of</strong> the Department hadthe responsibility for direct supervision<strong>of</strong> the preparation. Responsibility <strong>of</strong> thesectoral write-up was assigned to eachCluster Director <strong>and</strong> the sectoralchapters <strong>of</strong> the document were writtenby the respective <strong>of</strong>ficers in charge <strong>of</strong>different sectors. The draft sectoral chapters werereviewed <strong>and</strong> amended by the relevantDirectors <strong>and</strong> the Additional DirectorsGeneral. The draft document was thenfinalized by the Director General <strong>and</strong>submitted to Secretary to the Treasuryfor approval.The Document has been prepared inSinhala, Tamil <strong>and</strong> English.The Development Policy Framework <strong>of</strong>the Government provides policydirections, strategies <strong>and</strong> specific targetsto be achieved over the medium termwith regard to each sector. It givesguidance to the sectoral Ministries <strong>and</strong>agencies to prepare Action Plans in theirrespective sectors.After tabling the document in theParliament, it was distributed toProvincial Councilors, DevelopmentPartners <strong>and</strong> Civil Society <strong>and</strong> toMinistries, Provincial Councils, DistrictSecretariats, Pradeshiya Sabhas,Universities, Chambers <strong>and</strong> someLibraries.The Secretary to the Treasury made aseries <strong>of</strong> revisions in the contents <strong>and</strong> inthe layout <strong>of</strong> the sectoral chapters. Aseparate chapter was prepared by the<strong>of</strong>ficers <strong>of</strong> the Department <strong>of</strong> NationalBudget on regional development.143
