A quality assurance <strong>and</strong> accreditationsystem, covering the entire highereducation sector will be implemented. The autonomy <strong>and</strong> dignity <strong>of</strong>universities <strong>and</strong> their governancesystem are respected <strong>and</strong> ensured. Universities are encouraged togenerate substantial amount <strong>of</strong>financial resources for their activities.A major portion <strong>of</strong> government fundswill be allocated based on theperformance <strong>of</strong> universities.Universities are encouraged to becomecentres <strong>of</strong> economic development,agents <strong>of</strong> innovations <strong>and</strong> incubators <strong>of</strong>entrepreneurship.Students are allowed to choose thecourse <strong>and</strong> the university <strong>of</strong> theirpreference, assuming that they choosethe best out <strong>of</strong> the available.Government spending on higher educationin Sri Lanka over the past decade waslower than the comparable countries in theregion. Similarly, the foreign assistance todevelop the higher education sector wasvery little <strong>and</strong> even now more than 80% <strong>of</strong>higher education needs in the public sectoris currently financed from local resources.There is a need for establishing national174
