Agro Based Trade city: - Dambulla.Dambulla will be developed as the agrobased trade city in the country <strong>and</strong> it will alsodevelop as a primary domestic connectivitylogistic hub in the country.Heritage Cities- Anuradhapura <strong>and</strong>Polonnaruwa. Both these cities will bedeveloped as hubs for cultural heritage <strong>and</strong>ecotourism development.Diversified Cultural City :- Jaffna. Jaffnawill be developed as a cultural city as itconsists <strong>of</strong> a diversified culture. Furthermore,it is the metro city <strong>of</strong> the Northern Province.Industrial Port City :- Trincomalee.Trincomalee will be developed as anindustrial port city. The geographical <strong>and</strong>environmental factor will help the abovepurpose.Challenges in the sector; The present rapid<strong>and</strong> imbalanced urbanization has createdvarious urban issues such as an increasingnumber <strong>of</strong> underserved settlements inColombo city (65,000 families), increase inurban poverty, antisocial activities,environmental pollution <strong>and</strong> trafficcongestion. Therefore, there is a need topromote a methodology to address theseissues in the field <strong>of</strong> urban development.Development <strong>of</strong> service centers <strong>of</strong> publicneeds such as banks, departmental stores,<strong>and</strong> bus st<strong>and</strong>s has to be done on apriority basis to provide services in aneffective <strong>and</strong> efficient manner to attractpeople.L<strong>and</strong> acquisition <strong>and</strong> getting publicsupport are major challenges for urb<strong>and</strong>evelopmentProviding adequate, high quality urbanservices such as solid waste management,sewerage for an increasing urbanpopulation Protecting environment whileimplementing mega urban developmentprojects. Increasing disasters such as l<strong>and</strong>slides,floods <strong>and</strong> droughts <strong>and</strong> changing climateconditions. Attraction <strong>of</strong> private investment on urb<strong>and</strong>evelopmentComplicated <strong>and</strong> lengthy procedures,rules <strong>and</strong> regulations in the developmentprocessUrban Development Targets- The estimatedaverage rate <strong>of</strong> urbanization will be 3 – 4percent during <strong>2010</strong>-2020 while the annualpopulation growth rate will be less than 1.0percent. Accordingly, the estimatedpopulation will be around 25 million in 2030,<strong>of</strong> which 60 percent are expected to live inurban areas. Thus the urbanizationcharacteristics such as the proportion <strong>of</strong>urban population, number <strong>of</strong> cities <strong>and</strong>service centres, population density in maincities will continuously increase in the future.Integration <strong>of</strong> urban development plansincorporating all metro regions, servicecentres <strong>of</strong> suburban areas, will bedevelopedProviding <strong>of</strong> specialized services t<strong>of</strong>acilitate uniqueness <strong>of</strong> each metro regionto discourage urban migration <strong>and</strong> theconcentration <strong>of</strong> people in one cityConverting <strong>of</strong> all urban areas into greencities by establishing urban forests,implementing green energy programmes<strong>and</strong> reducing carbon emission165
