Recruit trained instructors to cater topresent needs. Introduce moderntechnologies to facilitate training <strong>and</strong> staffto be trained in country <strong>and</strong> overseas.4. Address the issue <strong>of</strong> relatively lowfemale participation in the TVET sector.In collaboration with the public, private<strong>and</strong> NGO sectors, employmentopportunities should be created to ensurejob security <strong>and</strong> recognition for them.5. There is already a shortage <strong>of</strong>paramedical staff in the government sector<strong>and</strong> private sector hospitals as well. Thiscould be fulfilled by providing suchtraining at public vocational <strong>and</strong> technicaltraining institutes.The total budget allocated for <strong>Ministry</strong> <strong>of</strong>Youth Affairs <strong>and</strong> Skills development isRs. 5668 Mn. for year <strong>2010</strong>.TotalIn year <strong>2010</strong>, more funds were allocatedfor recurrent expenditure to launched avariety <strong>of</strong> youth development programmeby the <strong>Ministry</strong> such as Establishment <strong>of</strong>Youth parliament, conduct theinauguration <strong>of</strong> the "International Year <strong>of</strong>Youth" on 12 August <strong>2010</strong>, Youth DramaFestival <strong>and</strong> Youth Sports festival.The Tertiary <strong>and</strong> Vocational EducationCommission (TVEC), with the association<strong>of</strong> the International Labour Organization(ILO) Sri Lankan branch, designed acustomized policy framework especiallyfor the provision <strong>of</strong> skills training tovulnerable groups.A Vocational Education <strong>and</strong> Training(VET) Plan was developed for the Easternprovince. TVEC expects to replicate thesame in the North Western <strong>and</strong> SouthernProvinces in near future. In addition tothis, Industry specific VET Plans weredeveloped for the leather & foot wear <strong>and</strong>ICT sectors in collaboration with theIndustrial Development Board (IDB) <strong>and</strong>the University <strong>of</strong> Colombo School <strong>of</strong>Computing (UCSC).A Technical <strong>and</strong> Vocational Education<strong>and</strong> Training (TVET) RationalizationProgramwe was implemented by the<strong>Ministry</strong> <strong>of</strong> Youth Affairs <strong>and</strong> SkillsDevelopment, in association with theTVEC, to streamline TVET delivery bypublic sector training institutions. NineTechnical Colleges in nine provinces havebeen upgraded to Colleges <strong>of</strong>Technologies which <strong>of</strong>fered NationalDiplomas in <strong>2010</strong>.The Department has recommended 07Vocational education <strong>and</strong> Skillsdevelopment sector projects at a cost <strong>of</strong>Rs. 1714.37 mn. <strong>of</strong> which projects costaround Rs 451.62 Mn. were recommendedfor domestic funding <strong>and</strong> projects costsaround Rs 1262.75 million wererecommended for foreign assistance.Following are the key projects completed;178
