In <strong>2010</strong>, institutions under the livestocksector continued to conduct programmes inline with the government policy toimprove the domestic livestock sector.During the year, total milk production inthe country increased by 6 percent to 247.5million litres from the level <strong>of</strong> 233.3million litres in 2009. This includes 191.9million litres <strong>of</strong> cow milk <strong>and</strong> 55.6 millionlitres <strong>of</strong> buffalo milk. In <strong>2010</strong>, 30 percent<strong>of</strong> national requirement was met by thelocal production. Average farm gate price<strong>of</strong> milk had been around Rs.33.20 perlitres during the year <strong>2010</strong> showing 10percent increase compared with the pricein 2009.Various state supported dairy developmentprogrammes implemented in the countrywould have contributed to this growth inthe dairy industry.Poultry meat production has increased by5 percent from the level <strong>of</strong> 99,280 metrictons in 2009 to 104,160 metric tons in<strong>2010</strong> mainly due to the importation <strong>of</strong>broiler parent stock <strong>and</strong> prevailing goodhealth conditions in poultry farms. The eggproduction in <strong>2010</strong> showed a slightdecrease <strong>of</strong> 0.2 percent, from the level <strong>of</strong>1,142 million in 2009.In <strong>2010</strong>, import <strong>of</strong> milk <strong>and</strong> milk productsat 76,010 metric tons indicated an increase<strong>of</strong> 16 percent mainly due to increase inboth consumer dem<strong>and</strong> <strong>and</strong> internationalmarket prices. Against this background,the domestic milk production should beincreased by giving strong support to thedairy farmers. Therefore, the governmenthas increased the producer price <strong>of</strong> milk toRs. 50 per litre in March 2011. In additionto that, the programmes includingexpansion <strong>of</strong> dairy villages <strong>and</strong> milkcollection network, establishment <strong>of</strong>proper cold chains for milk marketing,increase in artificial insemination,importation <strong>of</strong> high yielding cattle breeds,facilitation <strong>of</strong> commercial farming,improvement <strong>of</strong> healthcare <strong>and</strong>development <strong>of</strong> dairy feed sources were150implemented with the support <strong>of</strong> theprivate sector to increase performance <strong>of</strong>the dairy sector.Farm gate price <strong>of</strong> live broiler <strong>and</strong> tableeggs recorded high prices towards latterpart <strong>of</strong> the year <strong>and</strong>, were in short supplyduring the festive season <strong>of</strong> December<strong>2010</strong>. The cost <strong>of</strong> production <strong>of</strong> chickenmeat <strong>and</strong> eggs has increased due to thehigh feed prices, as maize prices rose dueto the shortage <strong>of</strong> supply in 2009 Yalaseason. Therefore, in line with the currentprogrammes being implemented topromote poultry sector, the encouragement<strong>of</strong> capital intensive breeder farms,hatcheries, feed mills <strong>and</strong> processing unitsare done to double the domesticproduction <strong>of</strong> poultry. Further, Pure-line<strong>and</strong> gr<strong>and</strong>-parent breeder operationsshould be supported <strong>and</strong> encouraged so asto increase the self-reliance <strong>of</strong> day oldparents required for the poultry industry.With a view to enhancing the livestocksector, research <strong>and</strong> development in thearea should be improved through theprivate sector <strong>and</strong> universities in the areas<strong>of</strong> production <strong>of</strong> high yielding breeds,fodder, grasses, processing <strong>and</strong> valueaddition, by providing research grants,venture capital <strong>and</strong> incentives to usemodern technologies. Based on theresearch findings, the government will set<strong>and</strong> enforce quality st<strong>and</strong>ards for dairyplants <strong>and</strong> livestock products, particularlywith regards to hygiene <strong>and</strong> safe productsin order to create a quality culture.The following tasks were undertaken bythe Livestock Division at NPD; Prepared <strong>and</strong> published “Self Reliancein Livestock Industry” in chapter 2: AProsperous Country: A L<strong>and</strong> <strong>of</strong> Plenty<strong>of</strong> the document “Mahinda ChinthanaVision for the Future, TheDevelopment Policy FrameworkGovernment <strong>of</strong> Sri Lanka”.
Provided required inputs to the relevantsections <strong>of</strong> the Annual <strong>Report</strong> 2009 <strong>of</strong>the <strong>Ministry</strong> <strong>of</strong> <strong>Finance</strong> <strong>and</strong> <strong>Planning</strong> Updated the Project Pipelineincorporating new proposals submittedby the ministry <strong>and</strong> line agencies. Prepared Progress <strong>Report</strong>s relating toon-goingdevelopmentprojects/programmes. Participated in the “Dayata Kirula”Exhibition by preparing leafletssummarizing the developmentframework <strong>of</strong> the livestock sector. Gave observations on the amendmentsto the Animal Act No. 29 <strong>of</strong> 1958 todeal with the matters pertaining toanimal identification, animal welfare,animal transformation etc. Assisted in the preparation <strong>of</strong> thedevelopment plan <strong>of</strong> the livestocksector. Monitored the implementation <strong>of</strong> theLivestock Sector DevelopmentFramework, Programmes <strong>and</strong> the othermain development programmes in thelivestock sector. Provided technical assistance to theministry <strong>of</strong> Livestock <strong>and</strong> RuralCommunity Development for thedevelopment projects <strong>of</strong> expansion <strong>of</strong>dairy villages <strong>and</strong> increase in artificialinsemination. Assisted in the removal <strong>of</strong> tariffs on theimportation <strong>of</strong> dairy animals forbreeding purposes <strong>and</strong> dairy equipmentrelated to milk processing to strengthenthe dairy sector. The <strong>of</strong>ficers <strong>of</strong> the sector have participatedin 35 meetings including board meetings,steering committee meetings on majordevelopment projects in the livestock sector,progress review meetings, policy reviewmeetings <strong>and</strong> ministerial procurementcommittees in <strong>2010</strong>.essentially require irrigation facilities,occupy a l<strong>and</strong> extent <strong>of</strong> above 1 millionhectare. Of this, 70 percent is paddy.The remaining area is under other foodcrops. The available reservoirs at presentprovide water to an extent <strong>of</strong> more than 0.6million hectare Of this, about 400,000hectare come under the major <strong>and</strong> mediumscale reservoirs fed by the minor tanks.Irrigation schemes in the country aremanaged by three main institutions.The total investment requirement in theirrigation sector over the period from <strong>2010</strong>to 2020 is estimated at Rs. 277.5 bn. Ofthis, Rs. 186.7 bn is expected from foreignsources. The remainder will be financedmainly by the government with the support<strong>of</strong> the private sector.The performance <strong>of</strong> many irrigationschemes has not yet reached the thresholdlevel over the last few years. Therefore,the returns on investments in mostschemes remain low <strong>and</strong> inconsistent.Improving the performance <strong>of</strong> availablesystems <strong>and</strong> the proposed new basins istherefore a felt need for today <strong>and</strong> future.In view <strong>of</strong> this, the future <strong>of</strong> the irrigationsector has been setout in a way to promoteagriculture productivity by increasingwater use efficiency <strong>and</strong> reducing unduewater losses.Under the rehabilitation <strong>and</strong> upgrading <strong>of</strong>large <strong>and</strong> medium scale schemes, desilting<strong>of</strong> reservoirs, rehabilitation <strong>of</strong> sluice<strong>and</strong> gates, installation/repairing <strong>of</strong> thegauging instruments <strong>and</strong> mending thebunds will be carried out over the mediumterm.IrrigationAt present, <strong>of</strong> the total l<strong>and</strong> area undercultivation (1.86 million hectare), paddy<strong>and</strong> other food crops (except tea, rubber,coconut <strong>and</strong> other export crops) which151
