During the period <strong>of</strong> 2003 to <strong>2010</strong>, 1450CBO water supply schemes wereconstructed. However, a proper mechanismshould be developed to assure thesustainability <strong>of</strong> these schemes.In order to achieve the above targets in thewater supply <strong>and</strong> sanitation sector, by 2020 asustainable <strong>and</strong> well planned three-prongedstrategic framework will be adopted. Thisincludes4. Enhancing long term water supply<strong>and</strong> sewerage service needs in largecities5. Addressing the needs <strong>of</strong> smalltownships6. Enhancing the rural water supply <strong>and</strong>sanitation facilitiesBased on the above policy frame work- 9 new water supply projects wereappraised <strong>and</strong> recommended forimplementation by the department. Theseprojects will provide pipe borne water toGampaha, Attanagalla, Veyangoda, 38villages situated between low level <strong>and</strong>high level roads in Homagama DSdivision, Kiriella town <strong>and</strong> surroundingareas, Bonavista k<strong>and</strong>a, Mahanelubewa<strong>and</strong> the Mahinda Rajapaksa sportcomplex at Diyagama. In addition the service level <strong>of</strong> watersupply service provided by Kethhenatreatment plant <strong>and</strong> Kalutara water supplyscheme will also be enhanced. About51,000 new water supply connectionswill be provided from these projects <strong>and</strong>420,000 persons will benefit. To enhance the piped sewerage coveragethree projects to provide the facility to theK<strong>and</strong>y municipal area, <strong>and</strong> currentlyuncovered areas <strong>of</strong> Kataragama sacredcity, Ja –Ela, Ekala, Ratmalana <strong>and</strong>Moratuwa were recommended forimplementation. These projects willprovide 39,100 connections <strong>and</strong> morethan 320,000 persons will benefit.In addition to the above approvedprojects, four meetings were organized bythe cluster. These meetings werebasically discuss issues regarding to theon lending terms <strong>of</strong> the loan for theK<strong>and</strong>y Waste Water ManagementProject, construction <strong>of</strong> multipurposereservoirs, project proposals submitted bythe NWSDB <strong>and</strong> community watersupply <strong>and</strong> sanitation schemes.Five steering committee meetings <strong>and</strong>two progress review meetings regardingthe drinking water supply sector wereattended by the clusterDuring <strong>2010</strong>, 44 Cabinet Memor<strong>and</strong>arelated to drinking water supply <strong>and</strong>sanitation sector were received thedepartment, <strong>of</strong> which, 11 memor<strong>and</strong>awere for preparing direct observations tothe CabinetTaking into account, the main objectives<strong>of</strong> the sector, the observations wereprepared <strong>and</strong> these observations guidedtaking <strong>of</strong> very important decisions suchas the provision <strong>of</strong> pipe borne water toMahanelubewa in Anuradhapura,Bonavista K<strong>and</strong>a in Galle, Jaltara –Ranala areas, Kurunegala town <strong>and</strong>surrounding area, up grading the pipedsewerage system in Kataragama Sacredcity area, establishment <strong>of</strong> Madanjit Sinwater resource management institute inthe University <strong>of</strong> Moratuwa, introduction<strong>of</strong> a National Policy on Drinking water<strong>and</strong> conducting South Asia Conferenceon Sanitation in 2011 at Colombo.In addition, supportive observations weresubmitted for 33 cabinet memor<strong>and</strong>a toother department <strong>of</strong> the ministry. Theseobservations are mainly on cost revisions<strong>of</strong> ongoing projects <strong>and</strong> awardingcontracts.163
