Rs. Bn Increasing the quality <strong>of</strong> education <strong>and</strong>maintaining comparable levels <strong>of</strong>service delivery are key challenges inour education sector. Many schools inthe country, especially those located inthe rural disadvantaged areas <strong>and</strong> estateareas lack adequate infrastructurefacilities. Out <strong>of</strong> about 2300 secondaryschools, only about 700 schools havefacilities to teach science subjects.Access to ICT in education is stilllimited to large selected schools inurban areas. Enhance teacher motivation, skills <strong>and</strong>performance is another area <strong>of</strong> concern.Also it is necessary to address the issue<strong>of</strong> oversupply <strong>of</strong> teachers for certainsubjects while there is deficit <strong>of</strong>teachers for more dem<strong>and</strong>ing subjects Strengthening the management <strong>of</strong> theeducation system- delivery <strong>of</strong> services,supervision, planning, administration<strong>and</strong> monitoring has been identified asanother challenge in relation toeducation.Although the public investment ineducation at basic, secondary <strong>and</strong> tertiarylevels has increased by 95 percent from2005 to 2009, Sri Lanka needs muchhigher investment to reach the level <strong>of</strong>spending for education by high performingEast Asian countries or neighboring SouthAsian nations. The national literacy rate hasincreased steadily to 94.2 percent. Theproportion <strong>of</strong> non-school going childrenhas declined to 8 percent. Net Primary <strong>and</strong>SecondaryEnrolment rate is about 99 <strong>and</strong> 91 percentrespectively.
