RoadsRoads are the dominant mode <strong>of</strong> transport inSri Lanka <strong>and</strong> have evolved over more than acentury. About 90 % <strong>of</strong> Sri Lankans useroads for their transport. As a result <strong>of</strong> thislarge investment the road sector alonecontributes to 2 % <strong>of</strong> the GDP in <strong>2010</strong>.Road transport has become a priority sectorbecause <strong>of</strong> the need to restore regionallybalanced living conditions <strong>and</strong> economicopportunities for all Sri Lankans. The SriLankan urban population has been growingover the past decades. This tend is expectedto continue. Currently 30% <strong>of</strong> country’spopulation lives in urban areas. To fulfilltheir needs the National Road Master Planhas been prepared to direct the government’spolicy on road development. The nationalRoad Master Plan focused on theconstruction <strong>of</strong> expressways <strong>and</strong> highways,winding <strong>of</strong> highways, reduction <strong>of</strong> traffic158congestion, road maintenance <strong>and</strong>reconstruction, l<strong>and</strong> acquisition <strong>and</strong>resettlement <strong>of</strong> people where necessary.The development <strong>of</strong> road infrastructure isvery helpful for regional development <strong>and</strong>the poor condition <strong>of</strong> roads is a majordetrimental factor in attracting newinvestment to the regional areas <strong>of</strong> thecountry. The “Maga Neguma” programme,the national rural road upgrading programethat was initiated to enhance connectivity,has completed 8,300 km <strong>of</strong> rural roads. Inaddition approximately 4,400 km <strong>of</strong> ruralroads have been upgraded under the “GamaNeguma” programe.Within next five years the road sector will beexpected to achieve the following targets.Table. 18 Targeted Length <strong>of</strong> RoadsType <strong>of</strong>the roadsLength(km)<strong>2010</strong>Length(km)2015Length(km)2020National 2,900 7,200 12,900Provincial 1,706 7,900 17,000Rural 20,000 30,000 40,000With the continued increase in investment,the road network will be planned,maintained, constructed <strong>and</strong> developed-The national roads connecting majortowns <strong>and</strong> economic centers will be <strong>of</strong>four lane st<strong>and</strong>ard. An Expressway Fund will beintroduced <strong>and</strong> as a method for fundraising, on expressway toll will beintroduced.The entire network <strong>of</strong> provincial roadswill be upgraded to the level <strong>of</strong> nationalroads.Fifty percent <strong>of</strong> the local authorityroads will be metalled <strong>and</strong> tarredsurfaces. All the other rural roads willbe improved with concrete paving.
