Inaddition, there is a vital need for humanresource development in the highereducation sector in Sri Lanka. The sectorfaces the following challenges; The capacity <strong>of</strong> the state universitysystem is limited. Not more than 17percent <strong>of</strong> those who qualify forUniversity education could gainadmission to a state university. The performance <strong>of</strong> Sri Lankanuniversities is not up to worldst<strong>and</strong>ards. None <strong>of</strong> the universities inSri Lankan is currently positionedamong the top 1,000 universities in theworld. The courses in universities are mostlysupply driven <strong>and</strong> do not match withthe needs <strong>of</strong> the economy. Most <strong>of</strong>education streams in traditionalUniversities are mono-disciplinary. Graduates are not readily absorbed byinstitutions for employment due to lack<strong>of</strong> attitude <strong>and</strong> skills required by theemployers such as initiative,trainability, flexibility, teamorientation,communication, positivework attitude <strong>and</strong> discipline. This enables theintake <strong>of</strong> more students <strong>and</strong> providinghostel accommodation to a large number<strong>of</strong> students. The total financial assistanceprovided to higher education institutions,including universities, has increasedsignificantly from Rs 12 billion in 2006 toRs 18.1 billion in <strong>2010</strong> representing anincrease <strong>of</strong> 50 percent.
