Flyovers at Veyangoda, Kohuwala,Kirulapone, Borella Kanatta junctionwill be constructed as a solution totraffic congestion. To avoid unnecessary delays, gradeseparation interchanges have beenaccepted worldwide. There will be suchinterchanges at Orugodawatta, ArmourStreet, Lipton roundabout <strong>and</strong> K<strong>and</strong>y. The Area Traffic Control System willbe introduced in to the Colombometropolitan area. Public private partnership will beidentified as a key factor in the roadsector development particularly, privatesector which can get involved in study,design <strong>and</strong> construction. An efficient information system will bebuilt to supply information on trafficconditions on roads <strong>and</strong> junctions,availability <strong>of</strong> roads,etc. to road usersentering these roads. A fully equipped research <strong>and</strong>development laboratory will beestablished in order to conduct researchto improve the road sector. Alsoresearch will be carried out to find lowcost material for road maintenance. To reduce traffic congestion on theGalle road a lifted road will be builtalong the coastal belt fromBambalapitiya to Galle Faceroundabout. At both ends <strong>of</strong> the roads,grade separators will be used to h<strong>and</strong>lethe traffic. The road network will be developedproviding sufficient space for layinglines for telecommunications, electricity<strong>and</strong> water.During the 2005-<strong>2010</strong> period, around 1706km <strong>of</strong> provincial roads which are feederroads to national highways, have beenrehabilitated <strong>and</strong> 1,161 km <strong>of</strong> roads are beingrehabilitated.The top priority is given in the 128 km fourlane Southern expressway between Matara<strong>and</strong> Colombo which will be completed in2013. The Colombo Katunayake expresswayis expected to be completed in 2012.Construction work <strong>of</strong> the 28 km OuterCircular Highway which connects SouthernExpressway has commenced in 2009 <strong>and</strong> isto be completed by 2013. Around Rs. 79,497million has been spent in construction <strong>of</strong>these expressways.During the 2005-<strong>2010</strong>around 2,900 km <strong>of</strong> national roads have beenimproved at a cost <strong>of</strong> Rs. 48,950 million.Greater attention has been drawn to easingthe traffic congestion at major junctions byconstruction <strong>of</strong> fly over <strong>and</strong> reconstruction <strong>of</strong>narrow <strong>and</strong> weak bridges with new ones.159
