A monthly allowance <strong>of</strong> Rs. 3,000 is beingprovided to the each disabled family.Around 2305 disabled families werebenefited from this programme whichcosts Rs. 82 million to the government in<strong>2010</strong> <strong>and</strong> it is expected to increase thenumber <strong>of</strong> beneficiaries to 8911 in 2011.In addition, another Rs. 359 million wasspent on the disabled persons through selfemployment, Housing, Community basedrehabilitation <strong>and</strong> provision <strong>of</strong> medicalassistance programmes in <strong>2010</strong>Government has spent Rs. 102 million in<strong>2010</strong> for rehabilitation <strong>of</strong> access road tothe IDP villages <strong>and</strong> projects wereimplemented through the respectivedistrict authorities in the NorthernProvince. As water supply <strong>and</strong> sanitationfacilities are <strong>of</strong> the important needs for theresettled families, Rs. 30 million wasprovided in <strong>2010</strong> for resettled villages inthis regard. School education <strong>of</strong> the IDPchildren was also one <strong>of</strong> the sectors thathad been affected during the last 2decades. Since most <strong>of</strong> the schoolinfrastructure facilities were devastated,government spent Rs 25.33 million in<strong>2010</strong> to develop the education facilities forIDPs.In addition, livelihood projects to IDPSincluded vocational training centers forwomen in sewing. A Vocational trainingcenter for males in driving <strong>and</strong> trainingprogramme in ICT for youth wereundertaken for IDPs <strong>and</strong> government spentRs. 2.6 million on these programmes. Inaddition the Government has spent Rs.13.5 million on a community developmentprogramme <strong>and</strong> Rs. 28 million wasprovided for religious developmentactivities <strong>of</strong> the resettled families in theNorthern Province.There are newly emerging challenges;Since Sri Lanka is one <strong>of</strong> the fastest agingcountries in South Asia, it is necessary t<strong>of</strong>ormulate a better policy to care for theelderly people. Although the Government<strong>of</strong> Sri Lanka implements several welfare192programmes through the line agencies,there is no proper mechanism forevaluation <strong>and</strong> monitoring <strong>of</strong> the outcome<strong>of</strong> the programmes. Therefore it isrevealed that some ineligible peoplebenefit through the programmes <strong>and</strong> havemisused the assistance.Since independence Sri Lankans haveenjoyed a large number <strong>of</strong> welfareprogrammes <strong>and</strong> they are growing on asubsidiary mentality. In recognition <strong>of</strong> theseaccomplishments, Sri Lanka needs to reset
