World average number <strong>of</strong>researchers per million inhabitants is 894.1<strong>and</strong> in Sri Lanka it is 237.3 researchers permillion inhabitants.There is no single world class researchfacility either in the universities or inresearch institutes in Sri Lanka wherecutting edge research can be carried out inany sector. Further, there was a decreasingtrend in attraction <strong>of</strong> students to thescience stream.Lack <strong>of</strong> entrepreneur supportive researchinstitution network to ensure the protection<strong>of</strong> patent rights <strong>of</strong> the entrepreneurs <strong>and</strong>provide financial <strong>and</strong> technical support fornew entrepreneurs is one <strong>of</strong> the challengesin the sector.Private sector plays an important role inthe development <strong>of</strong> the Research <strong>and</strong>Technology sector in Sri Lanka. Privatesector investment in R&D sector can beincreased through appropriate incentives.Identification <strong>of</strong> a suitable mechanism todiffuse high end technologies toentrepreneur development is important toimprove the livelihoods <strong>of</strong> rural people.Vidatha Programme can be exp<strong>and</strong>ed toacquire science <strong>and</strong> technologicalinnovation <strong>and</strong> filter it to Micro <strong>and</strong>SMEs, small businesses <strong>and</strong> the servicesector. Equip Science <strong>and</strong> Technologyundergraduates with Techno-Entrepreneurial skills to play an importantrole in this aspect.Investment on establishment <strong>of</strong> world classscientific infrastructure provides anopportunity to scientists to carrying outcutting edge research for economicdevelopment.Encourage sharing <strong>of</strong> resources bynetworking <strong>and</strong> strategic physicalreorientation <strong>of</strong> the National Research <strong>and</strong>Innovation System to optimize theutilization <strong>of</strong> scientific infrastructure.During the past few years, investmentswere made in science <strong>and</strong> technologysector to provide solutions to many <strong>of</strong> theimportant global <strong>and</strong> national issues <strong>and</strong> toaddress the major social concerns such asalleviation <strong>of</strong> poverty, achieving foodsecurity, energy security, water security,health <strong>and</strong> wellbeing <strong>and</strong> mitigation <strong>and</strong>180
