therapy as an inexpensive preventive intervention(Granich et al., 2012).The study finds that without engaging andsupporting the community, the programme willbe unlikely to achieve its goals. This model supportsthe importance of ensuring “communityengagement in the planning and implementationof the programme so that there is no coercionto be HIV tested or take antiretroviral therapies, and that there is adequate support for individualswith questions and concerns. Contrary tomany other similar studies, we included thecost of ensuring many components of a stronghuman rights framework” (Granich, 2012).The total cost of including these human rightscomponents in the programme overall is 1.4per cent, a small investment in the long-termsuccess of the programme and its contribution tothe achievement of rights.ConclusionRecent estimates of unmet need indicate thesignificant levels of investment necessary touphold the right of the world’s people to familyplanning. High levels of unmet need for familyplanning will be increased in the coming yearsby the large generation of young people enteringtheir reproductive years. Family planning hasbeen shown to be one of the most cost-effectivepublic health interventions ever developed. Thusany decision regarding how to invest in familyplanning must counterpose its costs againstthe range of benefits it brings to individuals, households and nations.Average costs Associated with treatment for hiv by category withbreakdown of human rights and community-support component(Costs shown in US$)Care$2 billion66%Human rights$37 million1.4%Transport $9.1 million, 23%Adherence $12.9 million, 32%Monitoring and evaluation $1.6 million, 4%Supervision $2.1 million, 5%Training $9.7 million, 24%Education $4.6, 11%Outreach$255 million8%Nutrition$45 million1.5%Antiretroviral Therapy$694 million23%Source: Granich et al, 2012THE STATE OF WORLD POPULATION 201295
