t Viet Nam hasexpanded reproductivehealth services, whichinclude family planning,pre- and post-natal careand HIV prevention.©UNFPA/Doan Bau ChauThree cross-cutting principles contribute tobuilding strong, rights-based family planningprogrammes:• Participation —a commitment to engagingkey stakeholders, especially the most vulnerablebeneficiaries, at all stages of decisionmaking, from policies to programme implementationto monitoring (UNFPA, 2005).• Equality and non-discrimination—a commitmentto ensuring that all individualsenjoy their human rights independent ofsex, race, age, or any other status.• Accountability—mechanisms must be inplace for ensuring that governments are fulfillingtheir responsibilities with regard tofamily planning information and services.Accountability includes monitoring andevaluation systems, with clear benchmarksand targets in order to assess governmentpolicy efforts in meeting people’s rights.Monitoring and evaluation are essential forgiving governments the means to identifythe major barriers to family planning and thegroups that have the greatest difficulty withthese barriers. Monitoring and evaluationalso provide individuals—rights holders—and communities with information to holdgovernments to account when rights are notbeing upheld.ConclusionHundreds of millions of the world’s men andwomen wish to have children by choice and notby chance.
