She was a Senatorand a Member of the Spanish Parliament,as well as the Minister for Agriculture, Fisheriesand Food from 1996 to 1999. Loyola de Palaciodel Valle Lersundi then became a European MPand the head of the Spanish delegation in theEuropean Parliament. In 1999 she was appointedVice-President of the European Commission,in charge of relations with the EuropeanParliament, and Commissioner of Transport andEnergy. During her five-year term, which endedin <strong>2004</strong>, she was in charge of shaping Europeanpolicy in the major areas of transportationand energy. Major issues in the energy fieldincluded liberalising gas and electricity markets,securing energy supplies, strengtheningtrans-European networks, supporting sustainableenergy sources, promoting energy efficiencyand determining the place of nuclear power inthe new context of climate <strong>change</strong>. In the areaof transportation, her work related to the“European open skies” initiative, launchingthe Galileo satellite navigation system, openingmarkets and revitalising European railways,as well as building the new trans-Europeannetworks and ensuring maritime, air, rail androad safety. <strong>La</strong>stly, she conducted internationalnegotiations such as the Open Skies Agreementswith the United States, maritime agreements withIndia and China, the EU-Russia energy dialogueand the European Neighbourhood Policy towardthe Balkans and other Mediterranean countries.Loyola de Palacio del Valle Lersundi isa Guest Professor at the European UniversityInstitute, San Domenico di Fiesole and is thePresident of the European Commission’s High-LevelGroup on Trans-European Transport Networks.Hélène PloixHélène Ploix was born on 25 September 1944and is a French national. She is a graduateof Institut d’études politiques de Paris (1965)and Institut européen d’administrationdes affaires (Insead - 1968), in additionto having earned undergraduate degreesin <strong>La</strong>w and English (Paris, 1968) and a Masterof Arts in Public Administration fromthe University of California, Berkeley (1966).Following her studies, she spent ten years(1968-1978) with McKinsey and Co., whereshe became Head of Research. She then joinedCompagnie Européenne de Publications (CEP)as Director at the Head Office (1978-1982),and was Chairman and CEO of Banque Industrielleet Mobilière Privée from 1982 to 1984. She wasa member of the Collège de la Commissiondes Opérations de Bourse from 1983 to 1984.Hélène Ploix was an adviser to the FrenchPrime Minister for Economic and Financial Affairs(1984-1986), then a Director of the InternationalMonetary Fund and the World Bank (1986-1989).She was the Deputy Managing Director of Caissedes dépôts et consignations from 1989 to 1995,then special adviser on single currency mattersfor KPMG Peat Marwick in 1996.Hélène Ploix has been the Chairman ofPechel Industries, an investment company,since 1997. She has written numerous articleson the issues of corporate ethics and governance.Baudouin ProtBaudouin Prot was born on 24 May 1951 andis a French national. He is a graduate of HECParis business school (1972) and of the Écolenationale d’administration (1976). With the rankof Inspecteur des finances, Baudouin Prot servedin the French Ministry of Finance and the Ministryof Industry until 1983, when he joined BanqueNationale de Paris.He was Deputy Director of Banque Nationale deParis Intercontinentale, then Deputy Directorand Director of the Europe Department of theInternational Division. In 1987, Baudouin Protwas promoted to Director of Mainland FranceNetworks, then to Head Director and Deputy ChiefOperating Officer, which he remained until 1996.In September 1996, he became Chief OperatingOfficer of <strong>BNP</strong> and was elected to the Board ofDirectors of <strong>BNP</strong> <strong>Paribas</strong> in March 2000. BaudouinProt replaced Michel Pébereau as Chief ExecutiveOfficer in June 2003, when the function ofChairman was separated from that of CEO.
