Crime & Criminals Tracking Network and Systems ProjectSikkim Police3.2.1 Change Management Process(a) Change Control Note ("CCN")i. Change requests in respect of the MSA, the Project Implementation, the operation,the SLA or Scope of work and Functional Requirement specifications will emanatefrom the Parties' respective Project Manager who will be responsible for obtainingapproval for the change and who will act as its sponsor throughout the ChangeControl Process and will complete Part A of the CCN attached as Annexure Ahereto. CCNs will be presented to the other Party's Project Manager who willacknowledge receipt by signature of the CCN.ii.iii.The SI and the CLIENT or its nominated agencies, during the Project ImplementationPhase and the CLIENT or its nominated agencies during the Operations andManagement Phase and while preparing the CCN, shall consider the change in thecontext of the following parameter, namely whether the change is beyond the scopeof Services including ancillary and concomitant services required and as detailed inVolume I of the RFP and is suggested and applicable only after the testing,commissioning and certification of the Pilot Phase and the Project ImplementationPhase as set out in this Agreement.It is hereby also clarified here that any change of control suggested beyond 15 % ofthe value of this Project will be beyond the scope of the change control process andwill be considered as the subject matter for a separate bid process and a separatecontract. It is hereby clarified that the 15% of the value of the Project as stated inherein above is calculated on the basis of bid value submitted by the SystemIntegrator and accepted by the CLIENT or its nominated agencies or as decided andapproved by CLIENT or it Nominated Agencies. For arriving at the cost / rate forchange upto 15% of the project value, the payment terms and relevant rates asspecified in Annexure D shall apply.(b) QuotationThe SI shall assess the CCN and complete Part B of the CCN, in completing the Part B of theCCN the SI shall provide as a minimum:1. a description of the change2. a list of deliverables required for implementing the change;3. a time table for implementation;4. an estimate of any proposed change5. any relevant acceptance criteria6. an assessment of the value of the proposed change;7. Material evidence to prove that the proposed change is not already covered within theAgreement and the scope of work.i. Prior to submission of the completed CCN to the CLIENT, or its nominatedagencies, the Service Provider will undertake its own internal review of the proposaland obtain all necessary internal approvals. As a part of this internal review process,the SI shall consider the materiality of the proposed change in the context of theMSA and the Project Implementation affected by the change and the total effect thatVolume III Request for Proposal for Selection of System Integrator Page 42 of 132
